Egypt has solidified its position as a global hub for IT and business services following the 2025 Global Offshoring Summit, held under the patronage of Prime Minister H.E. Dr. Mostafa Madbouly. The two-day event convened over 250 senior executives from leading multinational IT and offshoring companies to discuss opportunities and strategies for expanding Egypt’s role in digital service delivery. The summit showcased the country’s significant growth in IT exports and its ongoing investments in infrastructure, talent development, and business incentives designed to attract foreign and local investors alike.
Dr. Amr Talaat, Minister of Communications and Information Technology, highlighted that Egypt’s digital export revenues have surged from $2.4 billion in 2022 to $4.8 billion in 2025. During the same period, the number of offshoring companies operating in Egypt more than doubled from 90 to over 240, spanning sectors including IT, BPO, and engineering R&D services. Dr. Talaat emphasized Egypt’s comprehensive approach to supporting investors, which includes $6 billion in infrastructure projects, a highly skilled workforce trained in more than 20 languages, and government-backed initiatives aimed at minimizing operational risk. Training programs have seen dramatic expansion over the past seven years, growing from 4,000 participants in 2018/19 to over 500,000 in the latest fiscal year, reinforcing Egypt’s competitive edge in the global talent landscape.
Prime Minister Dr. Mostafa Madbouly witnessed the signing of 55 agreements between ITIDA and global as well as local technology leaders, including Accenture, Capgemini, Deloitte, Luxoft, RSA, Teleperformance, and VOIS. These agreements are projected to generate more than 70,000 new high-value jobs over the next three years, further positioning Egypt as a knowledge-based economy. Eng. Ahmed El-Zaher, CEO of ITIDA, described the partnerships as a pivotal moment for Egypt’s digital economy, reflecting the confidence of international investors in the country’s talent pool and strategic location. He also emphasized the government’s ongoing support for offshoring operations through integrated services and workforce development programs, facilitating sustained growth in high-value digital sectors.
President Abdel Fattah El-Sisi engaged with CEOs and senior executives from 52 major local and international offshoring companies, highlighting Egypt’s ambitions to transform the communications and IT sector into a productive, export-driven industry. Discussions focused on workforce readiness, investment expansion, and Egypt’s competitive advantages, including political stability, cost-effectiveness, and a supportive business environment. Panels during the summit showcased Egypt’s human capital, including expertise in AI, cloud computing, semiconductors, and embedded software. With more than 760,000 annual university graduates, including 50,000 ICT specialists, Egypt is emerging as a reliable destination for global operations, offering a multilingual and technically proficient workforce capable of supporting software development, AI, and business-process outsourcing at scale.
Backed by significant public investment in broadband infrastructure and training programs, Egypt is steadily challenging established technology hubs while positioning itself as a competitive global center for digital services. Through ITIDA, the country continues to strengthen its IT ecosystem, promoting innovation, export growth, and workforce development, while ensuring that local and multinational enterprises can access the skilled talent required to meet the demands of an evolving global technology market.
