Lahore Proposes Linking CNIC Passport Services With Pending E-Challan Clearance For Defaulters

Lahore traffic authorities have proposed linking certain citizen and vehicle-related services with the clearance of outstanding e-challans and digital traffic challans. The proposal has been put forward by Chief Traffic Officer Lahore Syed Abdul Raheem Shirazi as part of measures aimed at improving recovery of pending digital traffic fines and increasing compliance with traffic regulations. A formal communication has been sent to DIG Traffic Punjab and Punjab Information Technology Board outlining the proposed mechanism. The initiative would connect the clearance of unpaid traffic fines with services provided through Police Khidmat Markaz, as well as selected identity document, passport and vehicle-related transactions. According to the proposal, the system would allow authorities to use existing digital platforms to identify outstanding challans and ensure that pending fines are cleared before certain services are processed.

The communication states that Digital One App already provides users with details of pending e-challans along with their Payment Slip Identification Numbers. The CTO Lahore has proposed expanding the system so that pending digital challans are also displayed with complete payment and recovery information. This would allow citizens to see outstanding traffic fines through the application and obtain the relevant details required to settle them. The proposed mechanism is intended to make information about unpaid digital challans more accessible while providing authorities with an additional method for recovering pending amounts. The communication further proposes that certain services at Police Khidmat Markaz should be linked to the clearance of outstanding digital challans in a manner similar to the existing mechanism for e-challan defaulters. The proposal is currently an enforcement and recovery measure submitted to the relevant authorities and does not indicate that all of these restrictions have already been implemented.

Under the proposed system, the issuance, renewal, modification and issuance of duplicate Computerised National Identity Cards for digital challan defaulters could be made conditional on clearing outstanding traffic fines. Passport-related services would also be affected under the proposal, with the issuance and renewal of passports potentially linked to clearance of outstanding e-challans and digital challans. In addition, the CTO Lahore has proposed connecting vehicle transfer, sale and purchase transactions with payment of pending traffic fines. The proposal is based on concerns that some citizens who receive digital challans may choose to obtain new identity documents rather than settle their outstanding fines, creating difficulties in recovering pending amounts. By connecting government services with the digital challan record, authorities aim to create a more direct process through which unpaid fines can be identified before selected transactions are completed.

The proposed changes would also place greater importance on the Digital One App as a platform for accessing traffic fine information and payment details. The CTO Lahore has recommended that complete information about pending digital challans, together with relevant payment details, should be incorporated into the application so citizens can review their outstanding fines and clear them without relying on separate processes. If approved and implemented by the relevant authorities, the mechanism could connect traffic enforcement with existing digital government services and create additional points at which outstanding fines are checked. The proposal has been communicated to DIG Traffic Punjab and Punjab Information Technology Board for consideration, with the objective of improving recovery of pending e-challans and digital challans. The proposed linkage covers identity documents, passports and vehicle transactions, while the Digital One App would provide citizens with access to information needed to identify and pay their outstanding traffic fines.
