KP Approves Right Of Way Policy Allowing Free Fiber Expansion For Telcos And ISPs

Khyber Pakhtunkhwa has taken a major step towards strengthening its digital ecosystem with the approval of the Right of Way Policy. Under this policy, internet service providers and telecom operators will be able to expand fiberization across the province free of cost. The announcement was confirmed by the Khyber Pakhtunkhwa Information Technology Board (KPITB), which stated that this measure would accelerate the pace of connectivity and bring long-term benefits to citizens, businesses, and institutions across the province.

The policy is expected to serve as a cornerstone for digital development, as it directly addresses one of the biggest challenges faced by telecom operators and ISPs: the cost and complexity of laying fiber optic infrastructure. By eliminating expansion charges, the provincial government has created a favorable environment for private sector investment in broadband and telecom infrastructure. This move will not only make high-speed internet more accessible and affordable but will also enable faster deployment of advanced technologies that rely on robust connectivity. Industry experts believe that the removal of these barriers will encourage greater participation from local and international players, opening up opportunities for innovation and digital growth.

The provincial cabinet’s decision is aligned with Vision 2030, which aims to transform Khyber Pakhtunkhwa into a digitally empowered region. Free right of way access is expected to result in a sharp increase in network coverage, particularly in underserved and remote areas where connectivity challenges have long hindered economic and social development. Expanding fiberization will ensure that citizens in both urban and rural areas benefit equally from improved connectivity. This development is also likely to boost education, healthcare, commerce, and e-governance by enabling reliable digital services that depend on strong network infrastructure. As digital adoption accelerates, sectors such as financial services, e-commerce, and small businesses will be able to harness improved connectivity to scale and thrive.

Enhanced internet penetration will create a more conducive environment for startups, entrepreneurs, and the tech community to experiment, build, and launch new solutions. It also strengthens the province’s position in attracting investment from technology-driven enterprises seeking a market with improved infrastructure. For telcos and ISPs, the policy not only lowers operational costs but also provides an opportunity to roll out services faster, improve network reliability, and meet the growing demand for data-driven solutions.

The approval of the Right of Way Policy demonstrates how provincial-level initiatives can play a critical role in shaping Pakistan’s digital future. By easing the expansion of fiber networks at no additional cost, Khyber Pakhtunkhwa has set a precedent that other regions may look to replicate in order to promote nationwide digital transformation.
