The Pakistan Digital Authority convened a strategic meeting with the Intellectual Property Organization of Pakistan and the Ministry of Commerce to advance the digital transformation and modernization of intellectual property services in the country. PDA Chairperson Dr. Sohail Munir emphasized that effective digital transformation begins with re-engineering business processes, defining clear requirements and ownership, and establishing appropriate Service Level Agreements before technology implementation begins.
The discussions established a structured roadmap covering several key areas of collaboration. On the technology front, IPO’s engagement with the National ERP Implementation Initiative will be facilitated, alongside exploration of SAP based solutions for the organization’s core systems. PDA technical teams will also undertake a comprehensive review of IPO’s functions, operations and business processes to develop an appropriate modernization roadmap tailored to the agency’s specific needs.
Beyond technology adoption, the collaboration will extend into regulatory and process modernization, with plans to review and modernize relevant laws, business processes and fee structures relating to trademarks and patents. A further component involves transitioning applicable rules, regulations and standards into machine readable formats, enabling implementation through RegTech approaches that could streamline how IPO’s regulatory functions are administered going forward. The roadmap also includes identifying IPO services, requirements and use cases for integration with the National Super App, with this integration to be incorporated at the platform design and procurement stage rather than added afterward.
PDA and IPO said they will continue close coordination to translate these initiatives into delivery, framing the collaboration around the idea that an intellectual property system represents a promise that an idea will be recognized and protected. The partnership adds to PDA’s growing portfolio of sector specific digital transformation engagements with government bodies, following similar coordination efforts across health, commerce and other public institutions as the authority works to implement Pakistan’s broader National Digital Masterplan.
