For more than 60 years, the Government of the Federal Republic of Germany has had a friendly partnership with the Government of the Islamic Republic of Pakistan (GoP) in development cooperation.
Since the 1960s, Germany has been a crucial partner in assisting the GoP in achieving its national priority programmes in a variety of development sectors. A new implementation agreement between GIZ Pakistan and the Ministry of Energy (Power Division) was signed today at the Ministry of Energy, based on long-standing collaboration in the energy sector (Power Division).
GIZ Pakistan will carry out the “Promotion of Renewable Energy and Energy Efficiency Concepts in Cities and Industry (REEE SCALE) Project” as part of the agreement. It will help the Ministry of Energy’s Power Division and its apex body, the National Energy Efficiency and Conservation Authority (NEECA), meet their national energy efficiency goals.
GIZ Pakistan will carry out a 3.5-year technical cooperation project commissioned by the Federal Ministry of Economic Cooperation and Development under this arrangement (BMZ). The goal of this project is to demonstrate how the Pakistani municipal energy management system works.
The project’s goal is to integrate energy efficiency into municipal administrations’ and public institutions’ procedures and workflows that provide municipal services. This project will install an ISO 50001-based Energy Management System (EMS), which will mainstream energy-related duties and processes in relevant departments of partner institutions in selected cities. EMS is for energy management system, and it is a systematic strategy to attaining energy efficiency measures that will minimise energy consumption and, as a result, lower operating expenses and carbon footprints.
Mr. Ali Raza Bhutta, Secretary Ministry of Energy – Power Division, and Mr. Tobias Becker, Country Director GIZ Pakistan, exchanged souvenirs and reaffirmed their commitment to further expand cooperation. The ceremony was attended by NEECA’s Managing Director, Dr. Sardar Mohazzam, and Mr. Mohammad Irshad Khan, Project Manager – REEE SCALE, among others.
Mr. Ali Raza Bhutta, the Secretary, stated that Pakistan and Germany have had a 70-year partnership for sustainable development. This project will also assist in learning from Germany’s experiences in making our cities more sustainable and environmentally friendly. Operationalizing energy e would yield transformative outcomes.

This initiative will enable city administrations to monitor electricity, gas, and water meters. It will further assist the city administration authorities in frequently performing self-diagnostic and optimization routines, reducing consumption, and saving. The savings will be used for the prosperity of the local citizens
The project will create energy networks for exchanging EMS and related technological and economic best practises and lessons learned in a national and international context. It will aid in the methodical adoption of an energy-efficient culture in municipal services. The findings from the pilot cities will be shared with other cities and local governments across the country.
The REEE-SCALE project responds to the Government of Pakistan’s national priority area, namely the NEECA strategic plan 2020-2023 and the National Electricity Policy 2021.
Germany and Pakistan have been cooperating to address the effects of climate change and enable access to affordable, dependable, and sustainable energy, thereby ensuring the sustainability of cities and communities, in addition to SGDs 7,11 and 13.
