Pakistan Telecommunication Authority PTA has announced that calls to toll free numbers starting with 0800 will now be completely free for mobile phone users across the country. The decision removes the long standing discrepancy under which only fixed line users could access these numbers without charges, while mobile subscribers were billed applicable call rates despite the toll free label. With this move, PTA has ensured uniform treatment for telecom consumers regardless of the network they use.

Previously, the toll free facility primarily benefited fixed line customers, creating confusion and inconvenience for mobile users who expected such calls to be free of cost. PTA stated that it took notice of the matter in the interest of consumer protection and user facilitation. The authority initiated regulatory steps to address the unequal charging structure and worked toward aligning policies to reflect evolving usage patterns, where mobile connectivity has become the dominant mode of communication in Pakistan.

As part of the process, PTA conducted consultations with key industry stakeholders, including Pakistan Telecommunication Company Limited PTCL, National Telecommunication Corporation NTC, local loop operators and cellular mobile operators. Following these discussions, all stakeholders agreed to extend the toll free calling facility to mobile subscribers as well. The coordinated decision highlights regulatory engagement between the authority and service providers to resolve consumer related concerns through consensus driven mechanisms.

PTA said the new arrangement underscores its commitment to delivering fair and user friendly telecommunication services nationwide. By ensuring that 0800 numbers are free across both fixed and mobile networks, the regulator aims to improve access to helplines, customer support centres and essential service providers that rely on toll free connectivity. The move is expected to enhance consumer convenience, particularly as businesses, financial institutions and public service organisations increasingly depend on toll free numbers to engage with customers. With mobile penetration significantly higher than fixed line usage in Pakistan, the decision aligns telecom policy with current market realities while strengthening consumer rights within the sector.
