Learning Resource Centre has announced a specialized executive training workshop titled Cloud Outsourcing Regulatory Guidelines, Secure Cloud Technology Adoption, aimed at equipping financial institutions, fintechs and non-banking financial institutions with practical knowledge of regulatory requirements tied to cloud adoption. The session is scheduled to take place on September 29, 2026 at Movenpick Hotel in Karachi, and is designed for professionals working across information security, information technology, compliance and risk management functions within regulated institutions.
The workshop will focus on State Bank of Pakistan’s Framework on Outsourcing to Cloud Service Providers, issued under BPRD Circular No. 01 of 2023, which sets out governance and risk management requirements for banks, development finance institutions, microfinance banks, electronic money institutions, and payment system operators and payment service providers as they adopt cloud based infrastructure. Alongside a detailed breakdown of the SBP framework, the session is expected to cover international case studies, global supervisory approaches to cloud regulation, emerging trends in cloud technology, and practical strategies institutions can use to remain compliant while building resilient cloud systems.
Among the speakers confirmed for the session is Muhammad Habib Siddiqui, Regional Business Head at RapidCompute, who will share industry perspective on cloud adoption within regulated financial environments. The programme will also feature Shoukat Bizinjo, who previously served as Additional Director at the Digital Financial Services Group within State Bank of Pakistan, bringing direct regulatory experience to the discussion. The combination of industry and regulatory expertise is intended to give participants both a technical and compliance oriented understanding of how cloud outsourcing rules apply in practice.
As financial institutions across Pakistan continue to shift workloads and services to cloud infrastructure, regulatory clarity around outsourcing arrangements has become increasingly important for institutions seeking to balance innovation with risk management obligations. Workshops of this nature are intended to help compliance, risk and technology teams within banks and fintech companies build a clearer understanding of their obligations under existing frameworks, while also exposing them to broader global practices around secure cloud adoption in regulated sectors. The session in Karachi adds to a growing set of specialized training initiatives being organized for financial sector professionals as cloud adoption continues to expand across Pakistan’s banking and fintech landscape.
