Zindigi has signed a strategic agreement with the Azad Jammu & Kashmir (AJK) Police to digitize the region’s traffic fine issuance system. This landmark collaboration marks a critical departure from outdated manual processes and sets the foundation for a more transparent, efficient, and citizen-friendly traffic management framework in AJK.

Under the new system, AJK traffic police officers will be equipped with advanced handheld smart devices paired with Bluetooth-enabled printers, allowing them to issue fines on the spot in real-time. This technological shift eliminates the need for paper-based challans, which have long been criticized for inefficiencies, lack of transparency, and susceptibility to tampering. Citizens will now be able to pay their fines instantly through multiple modern payment channels including mobile wallets, ATM and debit cards, credit cards, and QR codes. The entire process has been designed with a focus on accessibility, speed, and user convenience, reflecting a broader vision for digital public service transformation.

Inspector General of AJK Police, Abdul Jabbar, hailed the partnership as a milestone in the journey to modernize the region’s law enforcement capabilities.

“We aim to bring AJK Police at par with modern police organizations. Our objective is to enhance operational efficiency and ensure seamless service delivery. By embracing advanced technological solutions, we strive to provide greater convenience to the public, fostering trust, enhancing transparency, and improving overall safety and security within the region.”

he said during the signing ceremony. His remarks highlight not just a technological upgrade but a deeper institutional commitment to improved governance and citizen engagement. At the heart of the initiative is Zindigi’s philosophy of leveraging private-sector innovation for public good. Noman Azhar, Founder and Chief Officer of Zindigi, emphasized the pivotal role that the private sector must play in accelerating digitization across public institutions.

“The digitization of public services is a shared responsibility, and the private sector must play a positive and proactive role in driving this change.”

Azhar further underscored that Zindigi’s participation comes with a promise of social responsibility, as the initiative is being implemented without imposing any financial burden on the government.

“We lead such initiatives by fully absorbing the cost, as part of our dedication to building a more efficient and digitally empowered Pakistan.”

This collaboration represents more than just a technical upgrade — it is a model for sustainable public-private partnership aimed at institutional empowerment. By taking on the costs and providing end-to-end digital infrastructure, Zindigi has set a new benchmark for how fintech companies can contribute meaningfully to national progress, particularly in areas that have traditionally been underserved or overlooked in broader digitalization efforts.

For the citizens of AJK, this transition promises significant benefits: reduced wait times, elimination of corrupt practices, seamless digital payment options, and a more reliable system for traffic fine management. At a time when digital adoption is reshaping every facet of daily life, from banking to education to healthcare, this initiative underscores the importance of including public sector services in the national digital transformation agenda.

The agreement also signals the beginning of a wider conversation around the future of policing and civic administration in Pakistan. As the success of this pilot unfolds, it could serve as a scalable blueprint for other regions and departments, potentially sparking a wave of digitization across police and traffic enforcement bodies nationwide.

In essence, this partnership between Zindigi and AJK Police is not just a technological integration—it is a vision for a smarter, more accountable, and more inclusive public service ecosystem. With strategic intent, technological innovation, and a commitment to public good at its core, this initiative marks a significant step toward building a digitally empowered Pakistan.
