Pakistan and Germany have concluded their bilateral negotiations on development cooperation in Islamabad, with Berlin announcing a new financial and technical commitment worth €114 million for the 2025-26 period. The latest development package focuses on strengthening key sectors including climate and energy, sustainable economic growth, vocational training, and social protection. Both sides emphasized the shared goal of fostering a just transition toward renewable energy and inclusive development.
The discussions were co-led by Muhammad Humair Karim, Secretary of the Ministry of Economic Affairs, and Christine Toetzke, Director-General at Germany’s Federal Ministry for Economic Cooperation and Development. The meeting was attended by German Ambassador Ina Lepel and Pakistan’s Ambassador to Germany Saqlain Syeda, underscoring the strong institutional and diplomatic ties between the two countries. Secretary Karim expressed appreciation to the German government for its continued support in enhancing Pakistan’s renewable energy initiatives, employment generation, and social protection systems. He also highlighted the importance of aligning future cooperation with Pakistan’s Economic Transformation Plan, URAAN Pakistan, which outlines the country’s strategy for sustainable and inclusive growth.
Christine Toetzke commended Pakistan’s ongoing reform measures and reaffirmed Germany’s commitment to supporting the country in addressing climate challenges, economic restructuring, and social welfare priorities. She emphasized that the cooperation is not limited to financial assistance but extends to knowledge exchange and technical expertise aimed at strengthening Pakistan’s institutional capacity. Ambassador Ina Lepel praised the enduring partnership between the two nations, noting that Germany values its longstanding relationship with Pakistan. She stated that both governments will continue to work together to promote sustainable development, improve governance frameworks, and encourage community-driven progress.
At the conclusion of the negotiations, Secretary Humair Karim and Director-General Toetzke signed the Summary Record of the 2025 Pakistan-Germany Bilateral Negotiations on Development Cooperation, formalizing the new commitments and reaffirming both sides’ shared intention to deepen their collaboration. The agreement paves the way for expanded cooperation under the Pakistan-German Climate and Energy Partnership, enhanced coordination on vocational training programs, and strengthened initiatives in social protection and disaster resilience. These efforts are expected to contribute to Pakistan’s ongoing efforts toward sustainable economic stability and climate resilience.
Both delegations expressed optimism about the outcomes of this renewed cooperation and agreed to maintain momentum through regular policy dialogue and project evaluations. The next round of bilateral negotiations between Pakistan and Germany is scheduled to take place in Berlin in 2027, where both sides will review progress, explore new areas of collaboration, and reaffirm their mutual commitment to advancing sustainable development goals.
