Ministry of Information Technology and Telecommunication (MoIT&T) has established the National Preparatory Group (NPG) to formulate Pakistan’s coordinated national position for World Radiocommunication Conference 2027 (WRC 2027). The initiative brings together government institutions, regulators, industry representatives and technical experts to develop a unified national strategy on radio spectrum related issues that will shape the future of digital connectivity and next generation communication technologies. According to officials, the coordinated approach is intended to ensure Pakistan’s priorities are effectively represented during international negotiations that will influence the development of telecommunications and other spectrum dependent sectors over the coming years.
World Radiocommunication Conference serves as the global platform where member countries negotiate international policies and technical frameworks related to radio spectrum management. Officials explained that the conference plays an important role in determining the future direction of technologies including 5G, 6G, satellite communications, aviation systems, broadcasting services, scientific applications and the broader digital economy. As demand for wireless connectivity and emerging communication technologies continues to grow worldwide, decisions made during WRC 2027 are expected to influence future spectrum allocation and international regulatory frameworks. Officials said Pakistan has adopted a coordinated national approach to ensure its technical, regulatory and strategic interests are represented effectively throughout the international consultation process.
According to officials, National Preparatory Group has already developed preliminary national positions for the Asia Pacific Telecommunity Preparatory Group APG27 3 after reviewing international developments and technical recommendations from global industry stakeholders. The exercise included consultations with organizations such as GSMA, Access Partnership, Huawei, Ericsson and Amazon to better understand evolving technology requirements and international spectrum trends. Officials said the group carefully evaluated the requirements of International Mobile Telecommunications, satellite communications, aviation, broadcasting, scientific services and other sectors while ensuring that Pakistan’s long term digital priorities remain central to the national position. The objective is to balance the spectrum needs of multiple industries while supporting future investment, innovation and connectivity across the country.
The preparatory process has received support from several national institutions, including Ministry of Foreign Affairs, Pakistan Telecommunication Authority (PTA), Frequency Allocation Board (FAB), Pakistan Civil Aviation Authority (PCAA), Pakistan Airports Authority (PAA), SUPARCO, Pakistan Meteorological Department (PMD), academic institutions and mobile network operators. Officials noted that close coordination among these organizations and extensive technical consultations have played an important role in developing Pakistan’s unified strategy for WRC 2027. The National Preparatory Group has been led by Muhammad Jahanzeb Rahim, Shoaib Khan, Dr. Shahryar, Abdullah Qureshi and other members of the NPG team. According to officials, this collaborative effort has enabled Pakistan to prepare a well informed national position that will strengthen the country’s participation in future global spectrum discussions while supporting long term objectives related to digital connectivity, telecommunications infrastructure and emerging communication technologies.
