MoITT Unveils Project Management Unit for Rs. 1.74B DEEP Initiative

The Ministry of Information Technology and Telecommunication (MoITT) is gearing up to establish a specialized Project Management Unit (PMU) to spearhead the execution of the Digital Economy Enhancement Project (DEEP). Approved by the Executive Committee of the National Economic Council (ECNEC) in April 2023, DEEP has garnered widespread support for its mission to digitize the nation’s economy.

With an updated estimated cost of Rs. 1.74 billion, the DEEP project underscores the government’s substantial investment in driving technological innovation and economic growth. As the project advances to its final consultation stage, it is expected to be presented before the Economic Coordination Committee (ECC) in the near future.

DEEP, under the leadership of MoITT, will see collaboration from key stakeholders, including the Punjab Information Technology Board (PITB), the National Information Technology Board (NITB), the National Database and Registration Authority (NADRA), Ignite, and the Board of Investment (BOI). This joint effort aims to leverage the collective expertise of these institutions for a comprehensive and impactful digital transformation.

The PMU, headquartered at MoITT, will play a crucial role in overseeing the DEEP project. Led by a Project Director, the PMU’s core team will comprise specialists in financial management, procurement, social and environmental safeguards, monitoring, evaluation and reporting, as well as communications/outreach. This ensures a holistic approach to project administration, emphasizing efficiency and transparency.

To further ensure the project’s success, a detailed Project Operations Manual (POM) will be crafted within three months of project effectiveness. This manual will serve as a roadmap, delineating the organizational structure of the PMU and outlining the duties and responsibilities of its staff. It will encompass technical, administrative, financial, procurement, safeguards, gender considerations, monitoring and evaluation, and reporting protocols.

A pivotal aspect of DEEP involves NADRA’s role in constructing a data exchange layer for government agencies. This initiative aims to facilitate secure information exchange, providing citizens with a digital ‘wallet’ to safeguard their credentials. The innovation holds the potential to revolutionize citizens’ access to public and private services, ranging from essential documents like birth certificates to seamless banking experiences.
