Pakistan secured three recognitions at the Commonwealth Telecommunications Organisation (CTO) Digital Excellence Awards 2026 held in London, highlighting initiatives related to digital policy, public service delivery and telecommunications governance. The awards were presented as part of the CTO’s 125th anniversary celebrations, with the organisation recognising digital initiatives demonstrating impact, innovation and leadership across Commonwealth member states. Pakistan received recognition across two major award categories, with one initiative securing a winner award, another receiving runner-up status and a third being named a finalist.
Pakistan won the Digital Policy & Regulatory Excellence category for its “Establishment of National Incubation Centers” project. The initiative has created a nationwide network of incubation platforms aimed at supporting young innovators and entrepreneurs as they develop ideas into businesses. According to the IT Ministry, the incubation network provides mentoring, technology support, business development services and access to investor networks. The CTO describes the Digital Policy & Regulatory Excellence Award as recognising digital policies, regulatory reforms and governance frameworks that demonstrate leadership while improving areas such as market efficiency, competition and investment.
Pakistan also secured Runner-Up, represented by a Silver Medal, in the 21st Century Government / E-Government Initiatives Excellence category for “Transforming Government Relief Delivery Through Digital Transformation.” The project focuses on using digital systems to improve the delivery of government assistance, with an emphasis on transparency, efficiency, targeting and accountability. It is also intended to provide faster and more inclusive access to relief services. The third recognition came for “Integrated Spectrum Governance Reform,” which was named a finalist and received a Bronze Medal in the Digital Policy & Regulatory Excellence category. The reform focuses on a more coordinated and evidence-based approach to spectrum management, with objectives including improved connectivity and service quality, support for next-generation telecommunications and increased investment in the digital economy.
According to the IT Ministry, Pakistan was the only CTO member state among the organisation’s 56 members to secure finalist nominations in three entries and receive recognition for all three across the two award categories. Federal Minister for Information Technology and Telecommunication Shaza Fatima Khawaja said the recognition reflects work by institutions across Pakistan on digital transformation and highlighted priorities including opportunities for youth, public services, connectivity and the digital economy. The CTO Digital Excellence Awards are intended to recognise operational digital initiatives with measurable impact while promoting innovation, knowledge exchange and inclusive digital development across Commonwealth members.
