PASHA has launched its latest white paper focused on driving inclusive growth in Pakistan’s technology sector, reinforcing industry efforts to address diversity and inclusion challenges across the ecosystem. The report has been developed using insights gathered from the Diversity and Inclusion Roundtable held during ITCN Asia 2025, where industry leaders, professionals and stakeholders came together to discuss gaps and opportunities related to representation in the tech workforce. The publication reflects PASHA’s continued engagement with structural issues affecting participation in the sector and its commitment to fostering a more inclusive and accessible technology industry.

According to PASHA, the white paper provides a comprehensive overview of systemic barriers that limit participation of women, persons with disabilities and other underrepresented communities in Pakistan’s technology landscape. Drawing from real world experiences and industry dialogue, the report outlines challenges related to access to education, workplace policies, hiring practices, career progression and enabling infrastructure. It also identifies how these barriers impact innovation, workforce sustainability and long term sector growth. By documenting these challenges in a structured manner, PASHA aims to support informed decision making by companies, policymakers and ecosystem partners working to strengthen Pakistan’s digital economy.

The report also presents a set of actionable recommendations designed to help organizations move toward more inclusive practices. These include approaches to building diverse talent pipelines, improving workplace accessibility, supporting flexible work environments and promoting leadership development for underrepresented groups. The white paper emphasizes that inclusion is not only a social objective but also an economic and business imperative, as broader participation can strengthen innovation capacity and competitiveness. Insights shared during the ITCN Asia 2025 roundtable have been integrated throughout the document, reflecting perspectives from across the tech ecosystem and aligning proposed solutions with local market realities.

PASHA acknowledged the role of its Diversity and Inclusion Committee and the Secretariat in leading the development of the white paper. The initiative was shaped through sustained consultation, research and coordination to ensure that the report captures both challenges and practical pathways for change. PASHA noted that the dedication of these teams has helped establish a clearer framework for advancing inclusion within the industry. By publishing the white paper, PASHA aims to encourage dialogue, collaboration and accountability among technology companies, startups, service providers and ecosystem stakeholders who are seeking to build more equitable work environments.

The white paper is positioned as a resource for industry leaders, human resource professionals, founders and policymakers who are working to expand participation in Pakistan’s tech sector. PASHA expects the findings to inform future programs, advocacy efforts and partnerships focused on inclusive growth. The report also contributes to broader discussions around workforce development, digital skills and sustainable sector expansion, areas that remain central to Pakistan’s technology agenda. The full white paper is available online and can be accessed through the official link shared by PASHA at . Through this publication, PASHA continues to highlight the importance of inclusion as a core component of long term growth and resilience in Pakistan’s technology industry.
