NADRA Launches Free First CNIC Facility For Citizens Aged 18 And Above

The Government of Pakistan has introduced a significant public service initiative through NADRA, allowing all citizens who have turned 18 to obtain their first Computerised National Identity Card (CNIC) free of charge. The move aims to make national registration more accessible for young adults and unregistered residents while reducing financial barriers to obtaining official identification. Citizens who qualify for the offer can visit any nearby NADRA centre, complete the necessary application process, and receive their CNIC within 15 days without paying any fees.

Under Pakistani law, every citizen who reaches the age of 18 becomes eligible for a CNIC and gains the right to vote in general elections. The CNIC is not only an identity document but also a crucial gateway to numerous essential services, including opening bank accounts, applying for passports, obtaining mobile connections, and accessing government welfare programs such as Ehsaas. By offering the first CNIC free of cost, the government aims to encourage timely registration, particularly among youth and citizens in rural or underserved regions where financial or logistical constraints often delay the process.

NADRA has also updated its fee schedule for renewals of CNIC and Smart National Identity Cards (Smart NICs) to offer citizens flexibility based on their needs and urgency. The revised fees are Rs400 for a normal CNIC renewal with a 15-day processing time, Rs1,150 for urgent service with a 12-day processing time, and Rs2,150 for executive service that delivers the card within six days. For Smart NIC renewals, the normal service costs Rs750 with a 31-day processing period, while urgent and executive options are priced at Rs1,500 and Rs2,500, taking 15 days and nine days respectively. This tiered structure allows citizens to choose faster processing when needed without compromising accessibility for those opting for standard timelines.

NADRA’s initiative reflects a continued effort to digitize and streamline citizen services in line with the government’s Digital Pakistan vision. CNICs and Smart NICs are embedded with biometric data, personal details, and unique identification numbers, which are vital for verifying identity across financial institutions, telecom services, and government departments. The new policy of issuing free first-time CNICs not only facilitates youth participation in civic processes such as voting but also helps strengthen the country’s overall identity management system. It ensures that every eligible individual can be officially documented, enhancing inclusion in national databases and supporting transparent governance.

By simplifying registration and offering faster processing options for renewals, NADRA is enhancing the efficiency of its service delivery framework. The initiative is expected to benefit millions of new adults entering the system each year, empowering them with verified identification that unlocks access to formal financial systems, educational opportunities, and government programs. The free CNIC policy also aligns with Pakistan’s broader digital transformation goals, promoting inclusion and ensuring that no citizen is left behind due to financial limitations or bureaucratic hurdles.
