The Supreme Court of Pakistan has partnered with the National Information Technology Board (NITB) to digitize its operations through the E-Office System, marking what officials are describing as a significant step toward paperless governance within the country’s apex judicial institution. The signing took place in Islamabad between Suhail Muhammad Laghari, Registrar of the Supreme Court of Pakistan, and Faqirullah, Director General of NITB, and was witnessed by Chief Justice of Pakistan Justice Yahya Afridi, Justice Miangul Hassan Aurangzeb, Secretary IT Zarrar Hasham Khan, CEO of NITB Faisal Iqbal Ratyal, and senior officials from the Ministry of IT and Telecommunication, NITB, the National Cyber Emergency Response Team (NCERT), and the Apex Court. The agreement marks a direct partnership between NITB and the Supreme Court Registrar’s office specifically for the E-Office rollout, building on the judiciary’s broader digitization push that has included earlier initiatives such as the Analytical Dashboard developed with the Law and Justice Commission of Pakistan.
Under the partnership, NITB will roll out its E-Office platform across several functional areas, including secure data handling, digital user profiles and access rights, integration of future ready modules, hands on capacity building and support, and e-filing systems paired with workflow management tools. This bundle of features reflects NITB’s established approach to E-Office deployments across federal government departments, an initiative the board has already implemented across all federal ministries and divisions since completing that rollout in 2022, and which the government has previously credited with helping cut processing time and reduce costs within public sector administration. Extending that same platform to the country’s highest court signals an effort to apply proven administrative digitization tools to judicial operations rather than building an entirely separate system from scratch.
Officials described the collaboration as intended to ensure seamless, transparent, and swift official decision making within the Supreme Court’s internal processes, addressing the kind of administrative bottlenecks that manual file handling has historically created within large government and judicial institutions. To address concerns specific to judicial operations, officials emphasized that judicial data handled through the new system will remain strictly classified and under the exclusive ownership of the Supreme Court, with the platform backed by encryption and cybersecurity protocols monitored alongside NCERT. This data ownership and security framing appears designed to reassure the judiciary that adopting a government built digitization platform will not compromise the confidentiality of sensitive case related information, a concern that could otherwise complicate judicial buy-in for administrative technology shared with the executive branch.
The partnership extends a broader pattern of digitization efforts already underway within Pakistan’s judiciary, following the October 2025 agreement between NITB and the Law and Justice Commission of Pakistan that established an Analytical Dashboard for tracking case disposal rates, backlog trends, and institutional performance across the justice sector, alongside an earlier E-Office launch at the Supreme Court tied to that agreement. This latest signing appears to formalize a more direct and expanded implementation specifically between NITB and the Supreme Court Registrar’s office, suggesting the judiciary’s digitization efforts are continuing to deepen beyond the initial dashboard and launch event from the previous year. Whether this expanded rollout meaningfully accelerates the shift toward paperless court administration will likely depend on how effectively NITB’s capacity building and training components are delivered to court staff, and how quickly the promised e-filing and workflow management tools become part of the Supreme Court’s daily operations.
