The Special Technology Zones Authority (STZA) has granted a Zone Enterprise licence to JazzCash, describing the fintech platform as Pakistan’s leading mobile financial service with 60 million registered customers, welcoming it into its growing ecosystem of technology driven businesses. Under the licence, JazzCash’s technology operations will run from Tech 7 in Islamabad, an STZA licensed zone that the authority describes as a state of the art facility and the first of its kind in Pakistan, giving the fintech platform access to the specialized infrastructure and regulatory framework the zone was built to support. The move brings a major mobile financial service provider directly into STZA’s licensing structure, expanding the range of sectors operating under the authority’s umbrella beyond its more traditional focus on software, IT services, and hi-tech production.
STZA framed the licence as evidence that financial technology is now being brought into the same regulatory framework that already supports artificial intelligence, cloud computing, and high-tech production companies operating within its network of special zones. This positions JazzCash’s inclusion as more than a single company transaction, framing it instead as a signal that STZA sees fintech as core to Pakistan’s broader technology ecosystem rather than a separate category managed through different regulatory channels. The authority said the licence reflects its commitment to enabling leading technology companies to scale, innovate, and contribute to Pakistan’s growing digital economy, language that fits STZA’s broader mandate of offering fiscal and forex incentives to public, private, and public-private technology entities operating within its notified zones.
Tech 7, the specific zone where JazzCash’s operations will be based, has previously been described by STZA as a 1.1 million square foot, carbon neutral technology campus in Islamabad’s B-17 sector, developed through a Rs15 billion Zone Development Agreement between STZA and Tech7 (Private) Limited. That agreement was projected to attract an additional Rs12 billion in investment from local and international tech companies, with projected export contributions of $50 million to $100 million annually, positioning Tech7 as a regional innovation hub built around office spaces, co-working and co-living facilities, research labs, and high speed internet connectivity. JazzCash’s arrival at the zone adds a large scale fintech operator to a facility that has so far been positioned primarily around broader technology infrastructure and hi-tech production capacity.
For JazzCash, the Zone Enterprise licence brings access to the fiscal and forex incentives STZA offers under its Zone Enterprise framework, including exemptions on income tax and customs duties available until June 30, 2035, restriction free capital flow through Special Forex Accounts, and full repatriation of profits and dividends. As one of Pakistan’s largest mobile financial service providers, JazzCash’s move into STZA’s licensing structure could set a precedent for other fintech companies looking to access similar incentives while operating within a regulated technology zone framework, potentially reshaping how STZA’s ecosystem develops going forward as more financial technology firms weigh whether to pursue similar licences alongside the software and hi-tech production companies that have traditionally made up the bulk of its Zone Enterprise base.
