Pakistan Launches INSPIRE Program To Train 7,200 Professionals For Semiconductor Industry

Pakistan has officially taken its first step toward entering the global semiconductor industry with the launch of INSPIRE (Initiative to Nurture Semiconductor Professionals for Industry, Research & Education). The landmark initiative, launched under the leadership of Prime Minister Mian Muhammad Shehbaz Sharif and Federal Minister for IT and Telecommunication Ms. Shaza Fatima Khawaja, represents a major stride in advancing Pakistan’s technological self-reliance. The program is being implemented by Pakistan Software Export Board (PSEB) under the Ministry of IT and Telecommunication, marking a significant national effort to build capacity in one of the most critical areas of modern technology.

The INSPIRE program aims to train 7,200 professionals over the next five years, focusing on developing expertise in semiconductor design, research, and manufacturing. It is designed to create a strong pipeline of engineers and researchers capable of contributing to Pakistan’s emerging semiconductor ecosystem. A key component of the initiative includes the establishment of Integrated Circuit (IC) design laboratories at universities across the country. These labs will enable students and professionals to gain hands-on experience with real-world design processes, fostering innovation and collaboration between academia and industry. Through this structure, the program seeks to ensure that Pakistan builds a sustainable foundation for chip design and R&D, creating an ecosystem that can evolve and compete globally.

Federal Minister Shaza Fatima Khawaja emphasized that INSPIRE is not just an educational initiative but a strategic move to position Pakistan in the global semiconductor value chain. She noted that the government’s goal is to transform Pakistan into a technology-driven economy through targeted investments in advanced skills and infrastructure. Under her guidance, the program will strengthen university–industry linkages, ensuring that graduates are equipped with market-ready skills and the technical depth required to work on complex chip and microelectronics design projects. This will also open new opportunities for collaboration with international semiconductor companies, potentially leading to partnerships and exports in the technology domain.

Each participant in the INSPIRE program represents a step toward Pakistan’s journey of technological independence. By offering world-class training, mentorship, and exposure to global standards, the initiative is preparing a generation of semiconductor professionals who will power the country’s digital future. The program reflects a vision where Pakistan transitions from being primarily a consumer of technology to becoming a producer of high-value technological solutions. With continued government support and institutional collaboration, INSPIRE has the potential to establish Pakistan as an emerging hub for semiconductor innovation in the region, paving the way for long-term economic and technological growth.
