PTA Unveils Draft OTT Regulatory Framework For Telecom Evolution

In response to the rapidly evolving landscape of Over the Top (OTT) services, the Pakistan Telecommunication Authority (PTA) has introduced a comprehensive draft OTT Regulatory Framework.

After extensive internal and external consultations, PTA has submitted the draft to the federal government for approval. The proposed framework empowers PTA to establish robust OTT Services Regulations, allowing periodic reviews and adaptations to industry changes for effective oversight.

The telecommunication sector is undergoing a significant shift due to the increasing demand of OTT services, delivering content over the internet and competing directly with licensed services. Concerns about economic impact, competition, and regulation led to the development of the draft framework, addressing issues of regulatory imbalance and security.

The proposed framework categorizes OTT services into Communications, Video Content, and Application Ecosystem. It aims to manage and facilitate these services by providing a responsibility matrix. PTA emphasizes its commitment to crafting OTT service regulations that prioritize public safety, privacy, and national interests, fostering a balanced regulatory environment for the telecommunications industry in Pakistan.
