PSEB Opens Pre Qualification For Advertising Agencies Under Open Framework Agreement

Pakistan Software Export Board (PSEB) has invited proposals from qualified advertising agencies, firms, and companies seeking pre qualification under an Open Framework Agreement for future advertising assignments. The invitation has been issued under reference A(01)/PSEB/2026-23 and is aimed at establishing a framework of eligible service providers that can participate in future advertising projects undertaken by the organization. Agencies registered with the Income Tax and Sales Tax Departments have been encouraged to submit their proposals in accordance with the eligibility requirements, evaluation criteria, and terms outlined in the bidding documents. The initiative reflects PSEB’s efforts to establish a structured procurement process for future advertising requirements while ensuring compliance with applicable public procurement procedures.

According to the announcement, successful applicants will be pre qualified under PSEB’s Open Framework Agreement and may be considered for future advertising assignments in accordance with the terms and conditions of the procurement framework. The organization has invited advertising agencies, firms, and companies that meet the prescribed eligibility criteria to participate in the process by submitting sealed proposals before the specified deadline. PSEB stated that the complete bidding documents, including eligibility requirements, the evaluation framework, and detailed terms and conditions, are available through its official procurement resources as well as the Public Procurement Regulatory Authority Electronic Pakistan Management System. The organization has encouraged interested participants to carefully review all documentation before preparing and submitting their proposals.

The deadline for submission of proposals has been set for August 11, 2026, at 3:00 PM, while the proposal opening process will begin on the same day at 3:30 PM. Interested agencies are required to submit sealed proposals to the Manager Procurement, PSEB (G) Ltd., located at Plot 61, Sixth Floor, Adjacent to Saudi Pak Tower, Jinnah Avenue, Blue Area, Islamabad. The procurement process has been designed to ensure transparency and compliance with established public procurement practices while providing qualified advertising agencies with an opportunity to become part of PSEB’s approved framework for future assignments. By establishing a pre qualified pool of service providers, PSEB aims to streamline future procurement activities related to advertising services while maintaining consistency and quality across its communication initiatives.

The pre qualification exercise forms part of PSEB’s broader procurement activities in support of its operational and promotional objectives under Ministry of IT and Telecommunication. The organization continues to engage with the private sector through transparent procurement mechanisms that encourage participation from qualified service providers across different industries. Through the Open Framework Agreement, PSEB intends to establish long term professional relationships with eligible advertising agencies capable of supporting future communication and promotional campaigns. The initiative also provides advertising firms with an opportunity to participate in government procurement activities while contributing their expertise to projects supporting Pakistan’s information technology sector and the country’s broader digital development objectives. Interested organizations are expected to submit complete proposals before the announced deadline to be considered for pre qualification under the framework agreement.
