The Ministry of IT and Telecommunication Pakistan (MoITT) and Sindh IT Company (SITC) have formalized their collaboration through a memorandum of understanding to execute the Digital Economy Enhancement Project (DEEP) across Sindh. Under this agreement, MoITT will extend funding, policy support and technical expertise to the project while Sindh IT Company will lead the execution at the provincial level. This initiative reflects a coordinated approach between federal and provincial stakeholders aimed at creating a stronger and more efficient digital ecosystem in Pakistan.
DEEP, supported by the World Bank, has been designed to build critical Digital Public Infrastructure that can accelerate the country’s shift toward a digital economy. The project emphasizes the creation and interlinking of key systems capable of working together to generate inclusive economic opportunities, boost digital payments and strengthen the startup ecosystem. With its rollout in Sindh, the framework aims to improve digital governance and service delivery in one of Pakistan’s most populous provinces, setting an example for similar implementations nationwide.
MoITT’s role in providing financial backing, policy guidance and technical know-how ensures that DEEP is anchored in national priorities while being responsive to local needs. Sindh IT Company’s mandate to manage on-ground implementation enables better alignment with provincial infrastructure and governance requirements. This dual-level collaboration seeks to avoid duplication of efforts, streamline processes and deliver consistent digital services to citizens and businesses alike. By embedding digital infrastructure into provincial operations, the project is expected to support broader national objectives of enhancing connectivity, promoting innovation and facilitating more efficient government-to-citizen interactions.
