Pakistan Gears Up for 5G: Consultant Hired to Design Spectrum Auction Framework

Pakistan has initiated a crucial step towards launching 5G services by hiring an international consultant to design the framework for the upcoming spectrum auction. This auction aims to improve the quality and availability of next-generation mobile broadband services in the country.

Ministry of Information Technology and Telecommunication (MoITT) has been authorized to proceed with the auction, and PTA has issued an international advertisement seeking a consultant. This consultant will play a key role in establishing a fair and effective regulatory environment for the auction.

Their responsibilities will be wide-ranging. They will develop a strategy to maximize the release of spectrum for 5G use, considering best practices from around the world and adapting them to the specific needs of the Pakistani market. Additionally, they will design regulations that promote investment in the telecom sector, encourage competition among service providers, protect consumer interests, and ensure high-quality communication services.

Another crucial task will be determining the base price for different spectrum bands. The consultant will consider factors such as future projections, past auctions in other countries, and the overall economic benefits of attracting foreign investment. They will also analyze international best practices for launching and monetizing 5G technology and recommend suitable strategies for Pakistan.

The auction design itself will be a critical component. The consultant will be responsible for creating a transparent process that provides opportunities for both existing telecom operators and new entrants to acquire spectrum licenses.  Their recommendations will also focus on the long-term sustainability of the telecom sector, fostering infrastructure investment, broadband proliferation, and overall growth.

The consultant will conduct a comprehensive assessment of Pakistan’s current telecom market and compare it to similar markets in the region. Based on this analysis, they will recommend a phased approach for auctioning spectrum licenses in various frequency bands.

The project also includes studying recent developments in neighboring countries to identify potential issues with cross-border radio interference. The consultant will propose solutions based on international standards to mitigate these issues.  They will also analyze potential health concerns associated with denser 5G networks and suggest strategies to address them.

By selecting a qualified consultant, Pakistan is taking a significant step towards a future powered by 5G technology. The successful execution of the spectrum auction will be crucial for establishing a robust infrastructure and facilitating the deployment of next-generation mobile broadband services throughout the country.
