National IT Board has enabled the digital registration of mortgage deeds in Islamabad through the Pak App, extending the capital’s property record digitisation programme into one of its most financially significant transaction types. Citizens in Islamabad can now complete the bank property mortgage registration process digitally rather than navigating the conventional in-person documentation and registration procedures, with the service available through the Pak App on both Android and iOS platforms. The move forms part of a broader initiative led by National IT Board and the Islamabad Capital Territory Administration to advance the complete digitisation of property ownership records across the federal capital.
To complete an e-registration of a mortgage deed through the Pak App, applicants are required to submit a defined set of documents: proof of ownership of the property being mortgaged, a Permission to Mortgage letter for properties situated within Capital Development Authority sectors or registered housing societies, proof of stamp duty payment, an authority letter covering both the executant and the bank branch representative participating in the transaction, and the valid Computerised National Identity Cards of two witnesses. The structured document requirement ensures that the digital registration process maintains the evidentiary and legal standards applicable to conventional mortgage deed registration, while the app-based submission removes the need for repeated physical visits to registration offices and reduces the time and logistical burden associated with bank-linked property transactions for citizens in Islamabad.
The mortgage deed digitisation builds on the broader ICT land record programme that National IT Board has been developing in collaboration with the Islamabad Capital Territory Administration, which has progressively moved property-related administrative processes in the federal capital onto digital platforms. Mortgage deeds are among the more complex property transactions to digitise given the involvement of multiple institutional parties, specifically the property owner, the lending bank, and the registration authority, alongside the legal and financial due diligence requirements that govern each transaction. The successful integration of this transaction type into the Pak App signals that the underlying digital infrastructure for Islamabad’s property record system has matured to a point where multi-party, high-value transactions can be processed securely through the platform.
The Pak App is available for download on Android and on iOS. For Pakistan more broadly, the digitisation of property ownership records and mortgage registration in the federal capital provides a working model that provincial governments and other urban administrations are likely to reference as they develop their own land record modernisation programmes, with Punjab’s earlier digitisation of land records having already demonstrated the administrative and financial benefits of reducing manual, paper-based property transaction processes.
