The Pakistan Telecommunication Authority (PTA) has proposed mandatory registration for travel SIM and eSIM providers operating in Pakistan, introducing a regulatory framework that would require digital connectivity services to meet specified registration, identity verification and data-sharing requirements. Under the draft International Roaming (Inbound) Regulations, 2026, individuals and companies would not be permitted to operate as travel SIM or eSIM aggregators in Pakistan without prior registration with the regulator. The proposed rules seek to bring international roaming services offered through foreign SIM cards and digital eSIM profiles within a formal oversight system. Applicants would be required to submit registration forms, pay prescribed fees and provide supporting documents, while disclosing their foreign mobile operator partners, network providers, distribution channels and a local contact responsible for regulatory coordination. The proposals remain under consultation and are not yet final regulations.
From a technology perspective, the draft framework focuses on improving the visibility of SIM and eSIM provisioning and activation through digital reporting arrangements. Registered providers would be required to share information with the PTA about SIMs and eSIMs issued or activated, customer identity verification and usage summaries. The authority may also require providers to connect their systems to a designated portal or application programming interface (API), enabling periodic or near-real-time reporting. Such integration could allow the regulator to receive structured information from service providers and monitor activations more closely. An API-based reporting mechanism can reduce dependence on manually submitted records, provided that systems use compatible data formats and reliable reporting processes. However, the draft does not specify the technical architecture of the proposed portal, API standards, data fields or cybersecurity controls that would govern these integrations.
The proposed requirements would also affect how travel SIM and eSIM providers establish their technical and commercial arrangements. Registered aggregators would be permitted to distribute, provision or activate SIMs and eSIM profiles only through valid arrangements with licensed operators or foreign home operators. The framework also proposes annual registration fees, security deposits and renewal requirements, with the PTA empowered to suspend or cancel registrations in cases of non-compliance. These measures are intended to establish clearer accountability for companies providing international connectivity services in Pakistan. The regulatory proposal follows concerns that foreign travel eSIMs can be activated without local identity verification, potentially making it harder to trace connections linked to financial fraud and other unlawful activities. The broader draft framework also addresses identity checks for inbound roaming connections and monitoring of permanent roaming, although the exact implementation requirements will depend on the final rules.
The PTA has initiated a consultation process to obtain feedback from relevant stakeholders before finalising the proposed regulations. Following consultation, the authority may revise the draft before formally notifying it in the official Gazette. The rules would take effect after notification, meaning travel SIM and eSIM providers are not yet subject to the proposed registration requirements solely on the basis of this draft. For technology companies and connectivity platforms, the outcome could determine how they register their services, share activation data and connect their systems with Pakistan’s telecom regulator. Providers may also need to review their identity verification processes and arrangements with international network partners once the final requirements are announced. The proposal highlights the growing role of digital reporting and system integration in telecom regulation, but the final scope of the obligations, technical standards and implementation timeline remain subject to the consultation process.
