The Pakistan Electronic Media Regulatory Authority (PEMRA) has introduced new regulations governing satellite usage for broadcasting within the country. These changes are part of the recently enacted National Space Activities Rules 2024.
The new rules prioritize Pakistan’s National Satellite infrastructure. Existing broadcasters can continue using their current satellites until their contracts expire. However, upon renewal, they must switch to National Satellites or ones approved by the Pakistan Space Activities Regulatory Board (PSARB).
Government broadcasters are now mandated to exclusively use National Satellites. In limited cases where capacity is unavailable, PSARB can grant temporary permission for registered alternatives, but for a maximum of five years.
Direct-to-Home (DTH) service providers must continue to adhere to PEMRA’s established licensing procedures. PSARB, working with relevant government bodies, will oversee permits for using registered satellites for telecommunication and broadcasting within Pakistan.
Private broadcasters remain subject to PEMRA regulations, while national broadcasters will operate under the Ministry of Information and Broadcasting’s guidelines. Service providers receiving external signals for local distribution must obtain PEMRA authorization and can only use PSARB-approved satellites.
These regulations aim to promote Pakistan’s National Satellite infrastructure while ensuring a smooth transition for existing users. The focus is on strengthening national broadcasting capabilities and establishing a clear framework for satellite usage within the country.
