Google Public Policy Head Meets Pakistan Digital Authority on Digital Masterplan and Freelancer Payments

Google’s Public Policy Head for Pakistan, Dr. Kyle Gardner, visited Pakistan Digital Authority Headquarters on Friday for a meeting with PDA leadership, marking a significant engagement between the global technology company and Pakistan’s newly established national digital authority. The meeting brought together senior figures from both sides to discuss the ongoing digital transformation initiatives being led by PDA and to explore areas where Google’s expertise, policy engagement, and platform capabilities could complement and support Pakistan’s national digital agenda.

PDA leadership introduced the National Digital Masterplan to Dr. Gardner, providing an overview of the authority’s strategic framework for transforming governance through digital public infrastructure. The discussion covered PDA’s focus on building citizen-centric digital services and the policy and innovation environment being developed to support that mission, including the regulatory frameworks, interoperability standards, and data governance architecture that underpin the Masterplan’s implementation across federal and provincial government institutions. Dr. Gardner shared Google’s perspectives on potential areas of support and collaboration for strengthening Pakistan’s digital ecosystem through policy engagement, regulatory frameworks, and the application of global best practices in digital public infrastructure development.

A particularly significant focus of the meeting was the challenge of enabling cross-border payments for Pakistan’s freelancers and knowledge economy workers, an issue that has been one of the most persistent structural barriers to the full realisation of Pakistan’s digital export potential. With freelancing receipts approaching the $1 billion milestone and hundreds of thousands of Pakistani professionals earning income from international clients, the inability to receive payments efficiently and at low cost through mainstream global payment platforms remains a meaningful constraint on growth. The discussion with Google on this topic reflects PDA’s recognition that solving the cross-border payments problem requires engagement with global technology and platform companies that have both the infrastructure and the policy relationships needed to open up new payment channels for Pakistani professionals.

Pakistan Digital Authority described the meeting as the beginning of a deeper conversation with Google, expressing enthusiasm for building a lasting partnership that can translate the areas of alignment identified in this initial engagement into concrete collaborative initiatives. The meeting forms part of PDA’s broader strategy of engaging with major global technology companies as it works to design and implement the institutional frameworks, platforms, and policy instruments that will define Pakistan’s digital economy over the coming decade.
