NAVTTC Chairperson Gulmina Bilal Ahmad Concludes Tenure

National Vocational and Technical Training Commission Chairperson Ms. Gulmina Bilal Ahmad has officially concluded her tenure following the government’s notification of a new chairperson. In a farewell message, she reflected on her time leading the national institution responsible for vocational and technical skills development, describing the role as one of the greatest privileges of her professional life. She also expressed gratitude to the government, colleagues, industry partners, development organizations and institutions that collaborated to strengthen Pakistan’s skills ecosystem during her leadership.

During her tenure, NAVTTC continued its efforts to improve technical and vocational education by working with public and private sector stakeholders to enhance workforce readiness and expand access to industry relevant training. The commission has played an important role in supporting initiatives focused on digital skills, technical certifications, entrepreneurship and employment opportunities, helping align workforce capabilities with evolving industry requirements and emerging technologies.

In her message, Ms. Gulmina Bilal Ahmad emphasized that institutions are built through continuity and collective effort, expressing confidence that the incoming leadership will continue advancing Pakistan’s national skills development agenda. She noted that workforce transformation, skills competitiveness and productivity remain critical priorities for the country’s future and reaffirmed her commitment to contributing to these conversations beyond her tenure as chairperson.

Her departure marks the beginning of a leadership transition at NAVTTC as the commission continues implementing programs aimed at developing skilled human capital across Pakistan. With increasing demand for digital capabilities, technical expertise and future ready talent, the institution is expected to maintain its focus on vocational education, workforce development and industry collaboration to support the country’s economic growth and evolving labor market needs.
