PSEB Launches SLED Initiative To Help Pakistani IT Firms Access US Public Sector Market

Pakistan Software Export Board has introduced a new initiative aimed at enabling Pakistani information technology companies to expand beyond traditional outsourcing and enter the United States public sector market. The programme, focused on the State, Local, and Education segment, commonly referred to as SLED, is designed to equip local firms with the capabilities required to compete in one of the largest and most structured global procurement ecosystems.

The SLED ecosystem in the United States represents a significant opportunity for international technology vendors, particularly in areas such as software services, digital transformation, and enterprise solutions. However, access to this market has historically remained limited for Pakistani firms due to regulatory complexities, compliance requirements, and the need for specialised market readiness. Through this initiative, PSEB aims to address these barriers by providing structured training, guidance, and support to help companies align with international standards and procurement frameworks.

The programme focuses on building capacity across multiple areas, including regulatory compliance with frameworks such as Federal Acquisition Regulation and Defence Federal Acquisition Regulation Supplement, as well as developing modern sales pipelines supported by artificial intelligence tools and customer relationship management systems. In addition, participating companies will receive support in preparing professional portfolios and simulations to strengthen their readiness for competitive bidding processes. The initiative also highlights the importance of transitioning towards long term service contracts, which are a key feature of the SLED market, offering recurring revenue opportunities for participating firms.

Officials noted that the initiative represents a shift from conventional outsourcing models towards higher value engagement in global markets, where Pakistani companies can position themselves as trusted partners rather than low cost vendors. By laying the groundwork for structured entry into the United States public sector, PSEB aims to strengthen Pakistan’s digital export ecosystem and enhance the global competitiveness of its technology industry. The initiative aligns with broader national efforts under Ministry of Information Technology and Telecommunication Pakistan and Tech Destination Pakistan to expand export opportunities and promote sustainable growth in the country’s IT sector.
