The Ministry of Information Technology and Telecommunication has released the Draft National Data Governance Policy 2026 for public consultation, marking another step in Pakistan’s efforts to establish a structured framework for the management, sharing and protection of government data. The proposed policy is intended to improve data governance across public sector institutions by introducing standardized practices that support secure data management, greater interoperability and more efficient digital public services. Stakeholders from the public and private sectors, academia and civil society have been invited to review the draft and provide feedback before the policy is finalized.
The proposed framework outlines governance principles for the collection, storage, classification, sharing and use of government data while promoting consistency across federal institutions. Under the draft policy, Pakistan Digital Authority will play a central role in establishing data standards, monitoring compliance, conducting audits and overseeing the implementation of data governance practices across government organizations. The policy also introduces a classification framework to ensure that different categories of government data receive appropriate levels of protection based on their sensitivity and intended use. It further proposes that cross border transfers of government data should only take place through approved mechanisms that comply with defined legal and security requirements.
The draft policy also focuses on improving data quality, encouraging responsible data sharing among public institutions and supporting evidence based decision making. By establishing common governance standards, the framework aims to reduce data fragmentation, improve coordination between government entities and facilitate the development of digital services that rely on accurate and reliable information. The proposal aligns with broader national efforts to modernize digital governance while maintaining safeguards for privacy, security and responsible data management. Public consultation has been initiated to gather input from stakeholders before the policy is implemented.
