The Ministry of Information Technology and Telecommunication has started the recruitment process for a permanent Member Legal on the elite MP-I scale, nearly three months after the previous officeholder resigned from the position. According to the Terms of Reference issued by the ministry, applications have been invited from qualified legal professionals to lead the ministry’s legal wing, which handles legislative drafting, regulatory matters, litigation management, and legal oversight of Pakistan’s information technology and telecommunications sectors.
The position became vacant after Ikram Ul Haque Qureshi resigned as Member Legal effective April 30, following his appointment as Chairperson of the Social Media Complaint Council. To ensure continuity, the government assigned him additional charge of the post for three months while a permanent appointment was arranged. The recruitment comes as the ministry continues advancing its digital transformation agenda, involving legal reforms in areas such as technology regulation, cybersecurity, digital governance, and emerging digital economy laws.
Under the advertised eligibility criteria, candidates must hold either a PhD in Law with at least seven years of relevant experience or a Master’s degree in Law with nine years of professional experience, along with enrolment as an Advocate of a High Court and at least five years of post enrolment legal practice. The ministry has emphasised expertise in legislative drafting, including the preparation of bills, ordinances, rules, and regulations, along with experience managing the parliamentary approval process for legislation. Applicants are also expected to have knowledge of government procedures, including the Rules of Business, Cabinet processes, and inter ministerial consultations, along with experience advising senior officials on complex legal and regulatory matters. Preference will be given to candidates with specific expertise in information technology and telecommunications law, particularly those experienced in litigation and digital technology regulation.
The selected Member Legal will represent the ministry in courts across Pakistan, supervise legal matters for organisations working under the ministry’s administrative control, and advise on matters involving international bodies including the International Telecommunication Union, the World Trade Organization, the United Nations Commission on International Trade Law, and the United Nations Conference on Trade and Development. The role will also involve drafting contracts, agreements, and memoranda of understanding, while coordinating stakeholder consultations and legal capacity building initiatives across the ministry’s various programmes.
The appointment will initially be made for a three year contract, extendable annually for up to two additional years under the Management Pay Scale policy, with the selected candidate serving a three month probation period during which the appointment may be terminated if performance is found unsatisfactory. The recruitment process will involve a shortlisting committee headed by the Secretary of Information Technology, with the MP-I Selection Board recommending shortlisted candidates to the Prime Minister for final approval. Officials said the appointment remains important as the ministry continues efforts to strengthen digital governance, technology regulation, and legal frameworks under the broader Digital Pakistan agenda.
