Islamabad Completes E-Stamp Paper System, Moves Toward Fully Digital Land Records

Islamabad has successfully completed the integration of the e-stamp paper system in the federal capital, marking a significant step toward eliminating fraud, deception, and the creation of forged documents in land transactions. Authorities are now preparing to extend the initiative to judicial papers, which will further strengthen the authenticity and security of registry documents and land transfers. This move aims to reduce malpractice within the Revenue Department of Islamabad and ensure property ownership is transparent and verifiable.

A meeting at CDA Headquarters brought together Islamabad Deputy Commissioner Irfan Nawaz Memon, ICT Director Rabia Aurangzeb, and relevant officers from both ICT and CDA, while PLRA DG and his team joined via Zoom. Officials highlighted that most stages of the e-stamp issuance process have been completed under the agreement between ICT and PLRA. The e-stamp software has been fully developed, and its testing phase is now underway, demonstrating readiness for official implementation. The progress of digitisation efforts across ICT and CDA was also reviewed during the meeting.

Reports indicate that digitisation has been completed for 24 revenue estates, with the remaining 11 estates scheduled for completion shortly. Scanning of all records in CDA’s Estate Wing is finished, and work on Building Control records is ongoing. Once scanning is finalised, these records will be fully digitised. A mobile application has also been developed to give citizens easy access to land records, making property transactions such as transfers, mutations, sales, and purchases more transparent and convenient.

Officials noted that the e-stamp system will prevent unauthorized transfers of land and reduce instances of forged documents. By digitising and securing land records, Islamabad aims to create a more accountable and citizen-friendly property management system. The initiative aligns with broader efforts to modernize public service delivery using technology, ensuring efficiency, reliability, and trust in property-related transactions.
