The Sindh government has approved a series of reforms aimed at modernizing the Sindh Educational Endowment Fund (SEEF), with the development of a Smart Portal taking center stage to digitize scholarship management and improve access for students across the province. The decision was taken during a meeting of the Executive Committee of the Board of Trustees of the SEEF Trust, chaired by Sindh Secretary for College Education Nadeem Memon. The meeting focused on improving the management of scholarship funds, strengthening governance and expanding educational opportunities for deserving students through the use of digital technologies.
A key outcome of the meeting was the approval to begin work on a Smart Portal that will digitize the entire scholarship process. Once implemented, the portal is expected to streamline applications, improve record management, reduce paperwork and make scholarship administration more transparent and efficient. Officials have been directed to finalize the proposal and submit it to the Board of Trustees for approval, with implementation targeted for next year. Alongside the digital initiative, the committee approved the formulation of an investment policy for the SEEF Trust. A panel of financial experts will be constituted to prepare recommendations aimed at maximizing returns on the Trust’s funds while ensuring compliance with government regulations and applicable legal frameworks. The enhanced investment strategy is expected to strengthen the fund’s long-term sustainability and support a larger number of scholarship recipients.
The committee also approved, in principle, the appointment of an independent third-party audit firm for a two-year term beginning with the 2025-26 financial year. The audit process will be conducted through an open and transparent procurement mechanism in accordance with Sindh Public Procurement Regulatory Authority (SPPRA) rules. The move is intended to improve financial oversight and reinforce public confidence in the scholarship programme.
In addition, officials reviewed applications from new universities seeking inclusion in the SEEF network while examining scholarship allocations at existing institutions. A separate committee has been tasked with reviewing the Trust’s financial position and expenditure patterns before submitting recommendations on rationalizing scholarship seats. The objective is to ensure that available resources benefit a greater number of deserving students while maintaining financial sustainability.
The latest reforms represent another step in Sindh’s broader digital transformation of public services. By introducing a centralized digital scholarship management platform, strengthening financial governance and expanding institutional participation, the government aims to create a more transparent, efficient and accessible scholarship ecosystem that supports higher education and improves opportunities for students across the province.
