Rawalpindi Launches Video Evidence Digital Traffic Challan System

Rawalpindi has become the first city in Pakistan to launch a video evidence-based digital traffic challan system, introducing what authorities have described as a transparency-first approach to traffic enforcement under a framework called the One App Evidence-Based Challaning system. The initiative marks a significant departure from conventional traffic policing, where the absence of verifiable records has historically created room for disputes, inconsistency, and allegations of selective enforcement.

Under the new system, video recordings of traffic violations are preserved and made verifiable at the time of challan issuance, creating an auditable digital evidence trail that can be reviewed by authorities, adjudicators, or the accused party. The integration of real-time verification capabilities into the same platform extends its function well beyond simple fine issuance. Officers can instantly verify a driver’s Computerised National Identity Card, confirm the validity of a driving licence, and check for any First Information Report-related records associated with the individual at the point of stop. Vehicle-specific information including ownership details, fitness certificates, and route permits can also be verified on the spot through the integrated digital system, eliminating the delays and manual cross-checking that have previously allowed unregistered or non-compliant vehicles to evade detection at traffic checkpoints.

The system’s scope extends beyond moving traffic violations. Authorities confirmed that digital action will also be taken against encroachments and environmental violations through the same platform, broadening the One App framework into a general urban compliance enforcement tool rather than limiting it to road-based offences. The launch positions Rawalpindi as an early mover in Pakistan’s growing momentum toward evidence-based, technology-driven public administration, complementing similar digital enforcement initiatives already underway in Islamabad and Lahore, where automated traffic cameras and electronic challan systems have been deployed as part of broader smart city and urban governance programmes.
