Pakistan Telecom Authority Introduces Fees for Device Certification

PTA is set to introduce new fees for processing Certificates of Compliance for electronic devices. This move aims to recover the costs associated with the regulatory processes required for device certification.

Currently, PTA doesn’t charge any fees for CoC applications. The new fees will cover expenses like staffing for handling applications, processing paperwork, delivering CoCs to applicants, communication with various entities involved in the process, and database subscription fees.

This decision comes after mobile device manufacturers requested a meeting with PTA to discuss the proposed fees. Following consultations, the fee structure has now been finalized.

The new fees will apply to different categories of CoC applications. There will be a fixed fee of Rs. 5,000 for commercially imported complete devices (Completely Built Units or CBUs). Non-SIM based terminal or telecom equipment will also have a fixed fee of Rs. 2,500.

For Mobile Device Manufacturers (MDMs) who import parts to assemble devices in Pakistan, the fee structure is different. They will pay Rs. 70,000 per application for the first 1,000 devices they intend to manufacture. If they plan to manufacture more than 1,000 devices, they will be charged an additional Rs. 70,000 for every subsequent 1,000 device batch.

PTA will also revise existing Type Approval certificate fees. The current processing fee of $100 will be increased to $200. The Type Approval certificate fee will also see a rise from $100 to $200. Similarly, the combined processing and certificate fee for Short Range Devices (SRD) and Terrestrial Internet of Things (IoT) Services will go up from $50 to $100.

PTA has the legal authority to implement these fees under its regulations.
