Pakistan Pumps 23 Billion Rupees into Digital Push: E-Gov, Security & Startups

The Public Sector Development Program for the 2024-25 federal budget has earmarked over 23.5 billion rupees (approximately $137 million USD) for 16 ongoing projects under the Ministry of IT and Telecom. This investment underscores the government’s commitment to advancing Pakistan’s digital landscape.

A significant portion of the budget targets e-government initiatives. Rs. 300 million will be used to implement e-office systems in federal ministries, streamlining government operations. Additionally, Rs. 100 million has been allocated for IT professional certification programs, fostering a skilled workforce.

Digital security is another priority, with Rs. 1 billion dedicated to the “Cyber Security for Digital Pakistan” project. This initiative aims to safeguard the country’s digital infrastructure and data.

The development of physical infrastructure is also addressed. Rs. 175 million has been allocated for the first phase of constructing 25 Software Technology Parks (STPs) across Pakistan. A separate Rs. 8.087 billion will be directed towards the construction of the Karachi IT Park, creating hubs for innovation and collaboration.

Investing in the future workforce, Rs. 80 million will be used for the High Impact Skills Boot Camp project, equipping individuals with critical IT skills.

The expansion of connectivity reaches remote areas as well. Rs. 221 million and Rs. 206 million have been designated to provide hybrid solar power solutions to remote sites of the Special Communications Organization in Azad Jammu & Kashmir and Gilgit-Baltistan, respectively. Upgrading existing SCO sites with GPON and FTTH services is also planned, with an allocation of Rs. 169 million.

The National Information Technology Board’s (NITB) “One Patient One ID” project, aimed at streamlining healthcare data, will receive Rs. 35 million. Additionally, Rs. 150 million will support the Virtual University’s blended education program focused on the knowledge economy.

Entrepreneurship is not forgotten either. The Prime Minister’s I-Startups Support Program has been allocated Rs. 2 billion to nurture promising startups within the IT sector.

The budget also includes Rs. 100 million for a Project Monitoring and Digital Transformation Cell within the IT Ministry, ensuring efficient project implementation.  Furthermore, Rs. 10.63 billion has been designated for the development of the Technology Park in Islamabad, and Rs. 200 million for additional GPON and FTTH services for existing SCO sites.

This comprehensive investment plan demonstrates the government’s multi-pronged approach to propel Pakistan’s IT and Telecom sector forward. By prioritizing e-governance, cybersecurity, infrastructure development, skills training, connectivity expansion, healthcare data management, education, and startup support, the government is laying the groundwork for a more robust and digitally inclusive Pakistan.
