The Pakistan Digital Authority hosted senior leadership from the Public Procurement Regulatory Authority at its headquarters for a focused discussion on advancing technology-driven public procurement in Pakistan, with both organisations agreeing to establish a joint working group to enable structured collaboration under a whole-of-government approach to digital transformation.
The meeting brought together Hasnat Ahmed Qureshi, Managing Director of the Public Procurement Regulatory Authority, Abdul Majeed, Senior Special Professional, and Sheikh Afzaal Raza, Project Director of the electronic Public Procurement and Disposal System, alongside Pakistan Digital Authority Chairperson Dr. Sohail Munir, who presented the authority’s mandate, strategic vision, and ongoing initiatives under the National Digital Masterplan. Dr. Munir highlighted the role of digital public infrastructure in building a more connected and citizen-oriented government, framing the conversation around how the authority’s work on national digital systems intersects with one of the government’s largest and most consequential expenditure areas.
Public procurement represents one of the highest-volume categories of government spending in Pakistan and one of the areas most susceptible to inefficiency, opacity, and misuse when managed through fragmented or manual processes. The discussion between the two organisations centred on how the Public Procurement Regulatory Authority’s electronic procurement ecosystem can be aligned with the broader Digital Pakistan agenda, including the need for interoperable national digital systems that allow procurement data to flow seamlessly across government platforms rather than remaining siloed within individual agencies. Participants also discussed the application of Artificial Intelligence for procurement oversight, a capability that could enable real-time monitoring of procurement patterns, automated flagging of irregularities, and data-driven accountability across the public sector supply chain.
Both organisations affirmed a shared commitment to open contracting principles, cybersecurity standards, and capacity building within government procurement teams as foundational requirements for a credible and durable digital procurement framework. The joint working group agreed upon at the meeting will provide the institutional structure needed to move these discussions into concrete implementation, coordinating efforts between the Pakistan Digital Authority and the Public Procurement Regulatory Authority as Pakistan works toward building digital governance and accountability across the full spectrum of public sector operations.
