OGRA Accelerates Oil Supply Chain Digitalization Across Pakistan

The Oil and Gas Regulatory Authority is advancing the digitalization of Pakistan’s oil supply chain by integrating data from oil marketing companies and refineries through Enterprise Resource Planning systems, while simultaneously monitoring petroleum stocks through Automatic Tank Gauging sensors. The initiative is aimed at improving the accuracy, reliability and timeliness of petroleum stock and supply data used by the regulator, according to the Associated Press of Pakistan.

OGRA has already developed a digital platform intended to provide greater visibility across the oil supply chain, and integration of oil pipelines with ERP systems is currently underway, with completion expected by the end of September 2026. A central component of the project involves the direct collection of operational data from oil marketing companies and refineries through their own ERP systems, combined with real time stock positions gathered through ATG sensors installed at storage facilities. This combination of direct data feeds and sensor based monitoring is designed to give the regulator a more immediate and accurate picture of petroleum stock levels across the country’s supply chain at any given time.

The upgraded system is expected to improve the quality of data available for assessing petroleum product requirements during Product Review Meetings, while also strengthening the subsequent monitoring of supply chain operations more broadly. Currently, OGRA oversees petroleum stock availability maintained by oil marketing companies and refineries, but does not operate a dedicated real time ERP based system for monitoring customs bonded stocks, which include duty paid and non duty paid quantities, in bonding, ex bonding and bonded stock reconciliation processes that remain under the jurisdiction of Pakistan Customs and the Federal Board of Revenue under the Customs Act of 1969.

To address this gap in oversight, OGRA has already provided the Federal Board of Revenue and Pakistan Customs with access to its digital platform, enabling both bodies to obtain more timely petroleum stock information than was previously available. The availability of real time data is expected to facilitate reconciliation of petroleum products stored at public and private bonded storage facilities, while improving transparency, regulatory oversight and revenue assurance across the sector. The initiative is also expected to strengthen Pakistan Customs’ ability to monitor the movement of petroleum products across the broader supply chain, reflecting a wider effort to bring greater digital oversight to one of Pakistan’s most closely regulated commodity sectors.
