Islamabad Launches Fully Paperless Driving Licence System Requiring Only CNIC For Application And Issuance

Islamabad has introduced a fully paperless driving licence system, with Inspector General of Police Syed Ali Nasir Rizvi officially launching the initiative at Islamabad Traffic Police headquarters on Sunday. Chief Traffic Officer Muhammad Sarfraz Virk and senior traffic officers attended the launch ceremony at the Islamabad Traffic Police licensing centre, marking a meaningful step in the capital’s push toward digitally streamlined public services that reduce friction and bureaucratic burden for citizens.

Under the new system, citizens are no longer required to bring medical forms, photographs, photocopies, or any additional supporting documentation to the licensing office. The only item needed to initiate and complete the entire driving licence application and issuance process is a Computerised National Identity Card. Every stage of the process, from the medical examination through to the final issuance of the licence, is now conducted entirely within a digital framework, removing the manual documentation requirements that had previously made the process time-consuming and often confusing for applicants.

Inspector General of Police Rizvi reviewed the newly established paperless counters during the launch and issued directions to officers on ensuring smooth and consistent implementation of the system going forward. He commended Chief Traffic Officer Virk and his team for completing the paperless licensing project within a comparatively short timeframe, acknowledging the operational effort required to transition a high-volume public service process from paper-based to fully digital in a functioning government facility. The Inspector General also confirmed that the fee payment system for driving licences would be digitalised in the near future as part of the continued modernisation agenda for traffic and licensing services in the capital, indicating that the paperless model is intended to expand rather than remain limited to the current scope of the application and issuance process.
