Pakistan Digital Authority Welcomes Syed Umer Hayat As Manager Of Infrastructure Team

The Pakistan Digital Authority has welcomed Syed Umer Hayat as Manager Infrastructure, framing the appointment as an example of how Pakistan’s digital transformation runs through its provinces as much as its federal institutions. Hayat joins PDA after twelve years with the Government of Khyber Pakhtunkhwa, where he ran the provincial data centre and the infrastructure underlying several major citizen facing digital platforms.

During his time with the KP government, Hayat managed infrastructure sitting underneath the Pakistan Citizen Portal, Dastak and Paymir apps, the Motor Vehicle Registration System, Health MIS and the province’s education admission platforms. He also integrated NADRA PakID and SBP Raast into live provincial applications, giving him direct experience connecting provincial digital systems with national identity and payment infrastructure.

PDA described Hayat’s move as an example of experience flowing between provincial and federal institutions as Pakistan continues building out its digital governance ecosystem. The authority said his experience in building and running critical digital infrastructure will be an important part of its work toward a more connected digital Pakistan, positioning the hire as a direct addition to PDA’s technical capacity around infrastructure and platform integration.

The appointment adds to PDA’s growing team as the authority continues expanding its work across digital governance, data interoperability and public infrastructure. With Hayat’s background spanning both data centre operations and integration of major national identity and payment systems into provincial platforms, PDA gains a team member with practical, hands on experience in exactly the kind of infrastructure work central to the authority’s broader mandate under the Digital Nation Pakistan Act.
