USF Pakistan Hosts ADB To Discuss Rural Connectivity

Universal Service Fund Pakistan hosted a delegation from the Asian Development Bank, led by Digital Development Specialist Adilah Junid, for a discussion on inclusive digital transformation across the country. The Asian Development Bank delegation recognized USF as a key institution in extending connectivity to Pakistan’s most remote and underserved regions.

USF Chief Executive Officer Mudassar Naveed presented an overview of the organization’s framework, programs, and ongoing infrastructure projects, outlining the practical challenges of expanding telecom and broadband access in rural areas, with particular attention to the terrain and infrastructure difficulties specific to Balochistan. The discussion gave the visiting delegation direct insight into how USF approaches connectivity projects in geographically difficult regions of the country.

Digital gender inclusion emerged as a key highlight of the meeting, with the Asian Development Bank praising USF’s efforts in this area, specifically its Community-Centered Connectivity pilot in Jhuggiwala. The delegation noted that the pilot model holds strong potential for replication and scale in other parts of Pakistan, positioning it as a template USF could expand to additional underserved communities.

The two sides also explored potential areas of collaboration, particularly around fiber based last-mile access, as part of broader efforts to advance digital inclusion goals across the country. The meeting adds to a series of engagements between Pakistani telecom institutions and international development partners focused on rural connectivity, reflecting continued interest from organizations like the Asian Development Bank in supporting Pakistan’s efforts to close the digital divide in its most remote regions.
