Starlink and Shanghai Spacecom Apply for Licenses to Operate in Pakistan

Elon Musk’s Starlink Internet Services Pakistan and Shanghai Spacecom Satellite Technology—have applied for licenses to operate in the country. This marks a major step toward expanding satellite-based internet services in Pakistan, a country that has seen a growing demand for high-speed internet connectivity, particularly in underserved regions.

According to Shaza Fatima Khawaja, the State Minister for Information Technology and Telecommunication, PTA is currently processing applications from businesses registered with SECP. This means that only companies that are officially registered with the SECP can apply for licenses, while foreign corporations are not allowed to submit applications directly. Both Starlink and Shanghai Spacecom, well-known in the satellite communication industry, have expressed interest in establishing their services in Pakistan to meet the growing demand for internet connectivity, especially in remote areas where traditional broadband services are not available.

Starlink, a subsidiary of SpaceX, offers satellite-based internet services that have revolutionized internet access in several parts of the world, particularly in rural and remote areas. Similarly, Shanghai Spacecom Satellite Technology, a Chinese company specializing in satellite communications, has been a significant player in providing innovative satellite solutions worldwide. Both companies are now seeking to expand their footprint in Pakistan, a move that could greatly enhance the availability of reliable and high-speed internet services across the country.

The licensing process for these companies is fairly straightforward. Once an application is submitted, PTA processes it after all required procedures are completed, including obtaining security clearance from the Ministry of Interior, if necessary. This structured process is designed to ensure that all service providers meet the necessary regulatory requirements and that the security and interests of the country are protected.

With the introduction of the Online Application Submission Information System (OASIS), the application process has been further streamlined. OASIS allows applicants to submit necessary documents online and track the status of their applications remotely, making the process more efficient and transparent. This shift to a digital system is part of the broader effort by PTA to modernize its operations and ensure a more accessible and user-friendly experience for businesses and service providers.

As part of its regulatory oversight, PTA is also ensuring that all internet providers in Pakistan adhere to international standards of service quality. The Fixed Broadband Quality of Service (QoS) Regulations, 2022, require internet service providers to meet specific performance benchmarks and undergo regular evaluations to ensure consistent and reliable connectivity. This ongoing monitoring is intended to maintain high-quality services and meet the growing demands of Pakistan’s internet users.

PTA’s licensing section plays a key role in managing the regulatory framework for telecommunications services in Pakistan, including the allocation of radio frequencies. In addition to overseeing satellite internet services, PTA issues licenses to a variety of service providers, including wireless local loop operators, cellular mobile operators, and those providing long-distance or international services. This broad scope of responsibility ensures that all telecommunications services in Pakistan, whether local or international, operate under a regulated and transparent system.

With these new developments, Pakistan is moving closer to achieving a more robust and reliable digital infrastructure. The involvement of global companies like Starlink and Shanghai Spacecom could provide much-needed support in bridging the digital divide, particularly in rural and underserved areas of the country. As PTA continues to streamline its licensing processes and ensure compliance with international standards, the overall quality and availability of internet services in Pakistan are expected to improve significantly.
