The Punjab government has launched the “E Learn She Earn” programme, a digital skills initiative aimed at enabling women across the province to participate in the growing online economy. The programme focuses on equipping women with market relevant digital capabilities while addressing long standing barriers such as limited mobility, lack of access to training institutions, and financial constraints. The initiative forms part of the province’s broader push toward digital inclusion, where skill development is increasingly being linked with economic participation and technology driven employment opportunities.
Under the programme, selected participants will undergo a structured six month online training designed to build practical skills in areas such as digital marketing, e-commerce, freelancing, content creation, and communication. The training model is designed to be accessible from home, allowing women to balance learning with existing responsibilities. In addition to technical skills, the programme also includes soft skills and digital financial literacy components, aligning with the requirements of global freelance platforms and remote work environments.
A key feature of the initiative is the provision of enabling resources, including laptops, internet devices, and a monthly stipend, aimed at ensuring that participants are not constrained by access to technology or connectivity. The programme is being implemented through institutions such as the Women Development Department and Punjab Skills Development Fund, both of which have played a central role in scaling training initiatives across the province. The focus on rural inclusion remains significant, with a majority of seats allocated to women from underserved areas to promote equitable access to digital opportunities.
From a technology perspective, the launch reflects a growing emphasis on integrating workforce development with Pakistan’s digital economy ambitions. As freelancing, remote work, and e commerce continue to expand, initiatives like E Learn She Earn are positioned to contribute to increased female participation in the technology sector. While similar programmes have been introduced in the past, the scale and structure of this initiative indicate a more targeted approach toward building a sustainable pipeline of digitally skilled workers. The programme also aligns with ongoing efforts to strengthen Pakistan’s position in global digital services by expanding the talent pool and supporting women in accessing new income streams through technology enabled platforms.
