Pakistan Trains IT Firms For U.S. Public Sector Procurement Market

Pakistan has successfully completed its inaugural U.S. State, Local and Education (SLED) Procurement Training Programme, a strategic initiative launched by the Ministry of IT and Telecommunication in collaboration with the Pakistan Software Export Board (PSEB) to help local technology companies compete for opportunities in the U.S. public sector market. The programme was designed to strengthen the export readiness of Pakistani IT firms by equipping them with the knowledge and capabilities required to navigate one of the world’s largest government procurement ecosystems.

Over a period of six weeks, 74 Pakistani technology companies completed an intensive training programme covering 76 modules and more than 140 hours of expert-led instruction. Participants received training in U.S. procurement procedures, regulatory compliance, market intelligence, proposal development, business readiness and strategies for entering public sector procurement channels. The initiative aimed to address a key challenge faced by many Pakistani IT firms: understanding the complex requirements of international government contracting and positioning themselves for long-term participation in high-value public sector projects.

The U.S. SLED market represents an estimated annual procurement opportunity of approximately $1.85 trillion, spanning state governments, local authorities, educational institutions and related public sector entities. By preparing Pakistani companies to compete in this market, the programme supports the country’s broader strategy of increasing IT exports, diversifying export destinations and strengthening Pakistan’s presence in global technology supply chains. Officials believe that building expertise in public sector procurement can create sustainable revenue opportunities for local firms while enhancing their international credibility.

Early results from the programme have been encouraging. Participating companies have collectively developed an export pipeline valued at approximately $22.8 million, indicating growing interest and readiness among Pakistani firms to pursue opportunities in the U.S. public sector market. The initiative also highlights the role of targeted capacity-building programmes in helping local businesses access international opportunities that would otherwise be difficult to navigate without specialized training and market knowledge.

The Ministry of IT and Telecommunication acknowledged the contributions of PSEB, Collab P, RedMarker Systems and other stakeholders involved in delivering the programme. Their collaboration reflects a broader effort to create an ecosystem where Pakistani technology companies can compete more effectively on the global stage. As Pakistan’s digital economy continues to expand, similar initiatives are expected to play an increasingly important role in strengthening industry capabilities, opening new export avenues and positioning the country as a reliable provider of high-quality technology services and solutions in international markets.
