Pakistan Launches MVNO Framework To Boost Telecom Competition And Connectivity

Pakistan’s federal government has officially unveiled the Mobile Virtual Network Operator framework following Cabinet approval, introducing a significant development in the country’s telecom sector. The initiative, led by Ministry of Information Technology & Telecommunication (MoITT), allows new telecom providers to operate under their own brand names without investing in physical network infrastructure. By leveraging existing networks of established mobile operators, MVNOs can deliver services more efficiently and focus on innovative offerings for consumers, while reducing entry costs for market participants.

Experts believe the MVNO framework will increase competition in Pakistan’s telecom sector, create a more investment-friendly environment, and accelerate the adoption of digital services. The framework is expected to attract both domestic and international investors by providing clear regulatory guidelines and enabling service differentiation. It is also designed to support nationwide connectivity efforts, particularly in smaller cities and underserved areas, aligning with the government’s broader digital inclusion agenda. Analysts note that the entry of MVNOs could complement the upcoming 5G spectrum rollout, enhancing service options and driving consumer adoption.

Under the MVNO framework, new operators will receive 15-year licenses, renewable upon expiry, with a one-time fee of US$140,000 granting nationwide operational rights. MVNOs are required to establish at least one customer care center in each active city and adhere to strict service quality standards, including helpline operations, SIM management, and national security and lawful interception protocols. Regulatory dues will be shared with parent mobile network operators on a revenue-sharing basis, ensuring a balanced approach to market participation. Officials highlight that these measures align Pakistan’s telecom sector with international best practices and provide smaller operators a fair opportunity to enter the market.

For consumers, the new framework is expected to result in greater choice, improved services, and potential price benefits as competition increases. For the industry, it opens the door to global telecom players, promoting innovation in product offerings and digital solutions. By enabling a more dynamic telecom ecosystem, the MVNO policy not only supports commercial growth but also strengthens the country’s digital infrastructure and service delivery. As Pakistan embarks on this new chapter, the launch of the MVNO framework reflects a forward-looking approach to modernizing the telecom sector and expanding access to quality mobile services across the country.
