Pakistan Software Export Board has announced a significant investment of Rs 4.8 billion to establish advanced software and hardware infrastructure for the National Semiconductor Human Resource Development Program Phase I, marking a concerted effort to develop a skilled workforce capable of meeting the demands of the global semiconductor industry. Under this initiative, multiple universities and research institutions across Pakistan will be equipped with dedicated semiconductor training laboratories that offer hands-on learning using industry‑standard Electronic Design Automation tools and platforms. The program is designed to provide in‑depth exposure to areas such as integrated circuit and system‑on‑chip design, nurturing the technical expertise of students and early‑career engineers through practical applications and structured guidance.
The National Semiconductor Human Resource Development Program aims to train more than 7,200 engineers, emphasising specialised skills in chip design and verification techniques that are recognised internationally. By collaborating with nine leading universities in the country, PSEB is working to ensure that academic institutions become hubs for semiconductor education and research, enabling the next generation of professionals to contribute meaningfully to both domestic and international markets. Efforts under this project are focussed on “fabless” chip design, an approach that allows Pakistan to develop core capabilities in semiconductor design without the necessity of costly fabrication facilities, potentially accelerating workforce development and enhancing export‑ready skills.
The training program also integrates certification and mentorship components, offering participants opportunities to gain recognised credentials and enter competitive employment markets overseas. With countries such as China and Saudi Arabia demonstrating high demand for professionals skilled in semiconductor engineering, the initiative seeks to align Pakistan’s technical education ecosystem with global industry needs. The procurement process for the required infrastructure components is already underway and will follow a competitive bidding procedure, with a pre‑bid meeting for vendors scheduled for April 16, 2026.
