Pakistan has formally written its digital transformation ambitions into law through the Digital Nation Pakistan Act 2025, which established a legal framework aimed at transforming the country into a digital nation. The legislation rests on three central pillars, an inclusive digital society where every citizen can participate, a vibrant digital economy designed to create value and jobs at scale, and proactive digital governance under which the state is expected to deliver services directly to citizens rather than requiring people to navigate bureaucratic processes to access them.
Under this Act, the Pakistan Digital Authority was established to translate the legislation’s goals into practical infrastructure, services, and measurable outcomes for a population of roughly 240 million people. The Authority has been tasked with building out the systems and frameworks needed to support Pakistan’s shift toward a more digitally enabled economy and governance structure, moving beyond policy language into implementation across sectors.
Dr. Sohail Munir, Chairperson of the Pakistan Digital Authority, recently discussed the country’s digital direction in a roundtable conversation, drawing on his prior experience building Digital Public Infrastructure. His remarks offered perspective on where Pakistan’s digital transformation efforts are currently headed, framed around the structural goals laid out in the Digital Nation Pakistan Act, including expanding citizen participation in digital systems, supporting economic activity through digital channels, and shifting government service delivery toward a more proactive model.
The establishment of the Pakistan Digital Authority marks a significant step in Pakistan’s broader digitisation push, following a period in which multiple government bodies and regulatory authorities have been formed to oversee different aspects of the country’s technology and digital economy landscape. As the Authority moves toward implementing the National Digital Masterplan and related initiatives under its mandate, its progress is expected to serve as an indicator of how effectively the goals set out in the Digital Nation Pakistan Act translate into tangible infrastructure and services for citizens across the country.
