KPITB and LGERD Launch Digital Overhaul for Local Government under Vision 2030

Khyber Pakhtunkhwa Information Technology Board (KPITB) and the Local Government, Elections, and Rural Development (LGERD) Department have taken a significant leap toward modernizing governance by signing a Memorandum of Understanding (MoU) to automate local government operations. This initiative, part of the broader Vision 2030 agenda, focuses on reforming and digitizing public service delivery across the province under the leadership of Chief Minister Khyber Pakhtunkhwa.

At the signing ceremony, notable figures such as Minister of Local Government Arshad Ayub, Secretary of Local Government Daud Khan, and Secretary of Science, Technology & Information Technology (ST&IT) Syeda Tanzeela were present. During the event, Minister Arshad Ayub highlighted the importance of this digital transformation, affirming that “Digital is the way forward for governance.” He called on all relevant departments to fully support the initiative to ensure its successful implementation.

A key part of this modernization effort is the development of six critical digital platforms aimed at streamlining core administrative and financial processes within the Local Government. These platforms include the Financial Record Information Management System (FRIMS) for better financial transparency, an Electronic Auction System to simplify and digitize auction processes, and an Electronic Bidding System to handle bidding procedures more efficiently. Additionally, the new system will include an Electronic Property Management System to digitize property records, a Building Plan Approval System for online submission and approval of building plans, and an Integrated Development Project Management System (IDPMS) for monitoring and managing development projects.

These systems are expected to not only make Local Government operations more efficient but also to increase transparency and accountability. By digitizing these processes, the initiative aims to ensure that public services are delivered more effectively, ultimately benefiting the citizens of Khyber Pakhtunkhwa.

Beyond operational automation, KPITB will introduce the Paymir online payment platform into LGERD operations. Paymir will enable the automation of revenue receipts, fee collections, and invoicing processes, significantly streamlining financial transactions. This integration will simplify the payment process for citizens while enhancing revenue collection for the province. It also promises to improve the government’s ability to track financial flows, contributing to greater accountability within the Local Government.

To ensure the effective implementation of these platforms, KPITB will also develop a centralized performance management system and dashboard for LGERD. This tool will provide real-time insights into the progress of various operations and projects, allowing government officials to trace responsibilities, monitor key performance indicators, and make data-driven decisions. The centralized monitoring system is a crucial aspect of the initiative, designed to bolster transparency and accountability throughout Local Government operations.

This partnership between KPITB and LGERD represents a significant step toward modernizing governance in Khyber Pakhtunkhwa. Through this digital transformation, the government aims to improve the efficiency of public service delivery, enhance financial management, and ensure greater transparency and accountability across the board.
