Skywell Group to Build EV Assembly Plant in Punjab SEZ Under New Pakistan-China MoU

Skywell New Energy Vehicles Group of China has signed a memorandum of understanding with the Punjab Industries and Commerce Department to establish an electric vehicle assembly plant in the province. The agreement was formalized during a ceremony held at the Punjab Small Industries Corporation (PSIC) Office, where Provincial Minister for Industries Chaudhry Shafay Hussain and CEO of Skywell Group Biwan Han were present to sign the MoU.

Under the terms of the agreement, the Chinese company will develop its EV assembly facility across 75 acres within Punjab’s Special Economic Zone. This initiative marks a significant addition to the province’s industrial landscape and represents a step toward promoting environmentally friendly transport solutions. The assembly plant will focus on manufacturing a range of electric vehicles, including electric buses, cars, two-wheelers, and three-wheelers. The vehicles will cater to both the domestic market and export requirements.

Minister Chaudhry Shafay Hussain welcomed the investment, emphasizing Punjab’s strong commitment to industrial development and clean mobility. He stated that the government, under the leadership of Chief Minister Maryam Nawaz Sharif, is actively supporting ventures that contribute to green transport and industrial innovation. He also mentioned that Punjab’s priority is to facilitate investors interested in sectors such as e-vehicles, battery manufacturing, and EV charging infrastructure.

The minister reaffirmed the provincial government’s support in providing essential facilities to companies investing in emerging sectors. He noted that the establishment of new industrial units would lead to increased employment and economic activity across the province. Security and investor facilitation were also underscored during the event, with assurances given to both domestic and foreign entities regarding the availability of a secure and business-friendly environment in Punjab.

Skywell CEO Biwan Han expressed the company’s long-term commitment to the Pakistani market, adding that Skywell intends to manufacture electric vehicles for both local distribution and export. The company is aiming to serve the broader region from its Pakistan operations, building upon the country’s strategic location and emerging EV demand. Skywell is also expected to bring with it technical expertise and potential knowledge transfer that could contribute to the growth of Pakistan’s domestic EV ecosystem.

This collaboration reflects an ongoing effort by the Punjab government to attract international investment into sustainable and future-focused industries. By aligning infrastructure with investment incentives and promoting green technologies, the province continues to position itself as an active destination for industrial development. The move is expected to stimulate the local manufacturing sector and support Pakistan’s goals for cleaner transportation options.

As Pakistan works to strengthen its footprint in clean energy and electric mobility, partnerships like this between government departments and international technology firms are becoming increasingly important. The assembly plant will further enhance bilateral economic engagement with China and reinforce Punjab’s role in supporting next-generation industrial growth.
