Sindh Chief Minister Murad Ali Shah on Tuesday announced the completion of three major public private partnership projects developed in collaboration with Kuwait based EnerTech Holding Company, with total investments exceeding $740 million. Speaking at a ceremony held at the CM House in Karachi, the chief minister said the projects represented historic milestones for the province under its PPP framework and reflected Sindh’s focus on long term infrastructure development, energy security, innovation, and environmental sustainability.
Addressing government officials, investors, and stakeholders at the event, Shah outlined the scope and impact of the completed initiatives. One of the key projects is the Nabisar Vajihar water supply scheme, valued at $215 million, which has been designed to provide a sustainable water source for Thar coal power plants. The project is expected to support electricity generation capacity of up to 1,650 megawatts, strengthening energy availability for the national grid. Shah noted that despite inflationary pressures and global economic challenges, the project was completed on schedule, resulting in savings of approximately Rs7 billion. He described the timely delivery as a reflection of effective planning and coordination under the PPP model.
Another major initiative completed under the partnership is the NED Science and Technology Park, with an estimated cost of $125 million. The facility has been described as Pakistan’s first university led technology park developed through a public private partnership. The project aims to promote research and development, support startups, and encourage collaboration between academia and industry. According to the chief minister, the technology park is expected to play a role in nurturing innovation, enabling commercialization of research, and creating opportunities for young professionals and technology driven enterprises. He said such initiatives demonstrate how academic institutions can be integrated into broader economic development strategies through structured private sector participation.
The third project announced at the ceremony is the TP 4 wastewater treatment facility in Karachi, a $400 million initiative intended to address a longstanding gap in urban waste management. The project is designed to provide treated industrial grade water, helping industries meet environmental standards while reducing pressure on freshwater resources. Shah said the project reflects Sindh’s commitment to environmental sustainability and modern urban infrastructure, particularly in a city facing increasing challenges related to water scarcity and waste disposal. He added that such investments are essential for supporting industrial activity while protecting public health and the environment.
During his remarks, the chief minister praised EnerTech Holding Company Chief Executive Officer Abdullah Al Mutairi for delivering complex projects on schedule and within agreed parameters. He also acknowledged the role of senior officials, including DIG Sukkur, DIG Larkana, and other administrative teams, in ensuring the successful execution of PPP initiatives across the province. Shah emphasized that Sindh’s PPP framework has matured into a reliable mechanism for delivering large scale infrastructure projects, even in difficult economic conditions.
Speaking at the event, Al Mutairi said the successful completion of the projects demonstrated the strength and credibility of Sindh’s PPP model. He stated that the Nabisar Vajihar water supply scheme in particular would support energy production and industrial growth by ensuring a reliable water source for Thar based power generation. He added that EnerTech remains committed to contributing to Pakistan’s infrastructure and development priorities through long term partnerships. The completion of these projects signals continued interest from international investors in Sindh’s infrastructure, technology, and environmental sectors, supported by structured public private collaboration.
