The Punjab Procurement Regulatory Authority, Punjab Information Technology Board, and the Bank of Punjab jointly hosted an awareness seminar in Lahore to prepare procuring agencies and contractors for the province’s digitised public procurement transition launching on July 1, 2026, walking participants through the operational mechanics of the new electronic procurement portal and the banking infrastructure underpinning its financial transactions.
The Managing Director of Punjab’s Procurement Regulatory Authority delivered the keynote address outlining the overall scheme of the transition, after which representatives from the Punjab Information Technology Board and the Bank of Punjab provided detailed walkthroughs covering, respectively, how the electronic procurement portal functions and how secure, real-time financial transactions will be processed across the platform. The seminar covered the core digital capabilities of the new system, including digital bid securities processed through single-touch online transfers, SWIFT-authenticated bank guarantees replacing the conventional paper-based instruments that have historically added time and administrative overhead to the procurement process, and an automated financial refund engine designed to return deposits to unsuccessful bidders rapidly rather than through manual processing that previously caused delays.
The Bank of Punjab’s role as the financial partner gives the system a banking-grade security framework intended to eliminate paperwork and reduce the fraud vulnerabilities associated with cash and manual financial handling in government procurement. Together, the three organisations have established a dedicated Digital Procurement Facilitation Centre housed within the Bank of Punjab, staffed by experts from all three institutions to provide real-time technical and transactional support for procuring agencies and contractors once the system goes live. The centre is designed to ensure that any operational difficulties encountered during the initial rollout period are resolved promptly rather than allowed to create delays or erode confidence in the system.
The July 1 launch date gives procuring agencies across Punjab a short but defined window to prepare their staff, update their processes, and complete any remaining registration or onboarding steps before digital procurement becomes mandatory. The digitisation of Punjab’s procurement system is expected to accelerate procurement timelines, reduce the scope for discretionary decision-making in bid evaluation, create a more transparent and auditable record of procurement activity across government departments, and level the playing field for suppliers who have historically faced barriers in competing for government contracts due to the opacity and informality of manual procurement processes.
