PTA Publishes Licensed VPN Providers List Under CVAS Data Framework

PTA has issued a list of officially licensed Virtual Private Network service providers under the reinstated Class Value Added Services framework, marking a new phase in regulating VPN usage across Pakistan. The move follows an extended focus on strengthening cybersecurity standards and establishing clearer rules for data protection. Under this updated approach, VPN operators are required to meet compliance obligations before offering services to users, ensuring that VPN access is aligned with national policies and serves legitimate communication needs for both individuals and organizations. PTA confirmed that licensing has already been issued to multiple companies as part of this initiative, establishing a defined pathway for lawful VPN usage in the country.

According to the authority, the companies granted Class Licenses to operate as approved VPN providers include Alpha 3 Cubic (Pvt.) Ltd. operating as Steer Lucid, Zettabyte (Pvt.) Ltd. offering Crest VPN, Nexilium Tech (SMC Pvt.) Ltd. managing Kestrel VPN, UKI Conic Solutions (SMC Pvt.) Ltd. handling QuiXure VPN and Vision Tech 360 (Pvt.) Ltd. running Kryptonyme VPN. These firms are authorized to provide VPN services for legitimate purposes, allowing users to securely access networks, protect personal information and support business operations requiring encrypted communication channels. PTA has clarified that consumers using any of these licensed services are no longer required to submit individual VPN registration requests for their mobile numbers or IP addresses, simplifying what was previously a multi step verification process.

This licensing arrangement is expected to improve user convenience by providing clearer choices and reducing confusion around unregistered VPN services. For businesses in sectors such as IT, e commerce and remote operations, licensed VPNs offer structured options that comply with local regulations while supporting secure data transfer. For individuals, the availability of authorized providers reduces the risk of relying on unverified applications that may compromise private information or conflict with data security rules. By streamlining how VPN services are accessed, PTA aims to create an ecosystem where digital practices remain compliant without causing unnecessary hurdles for users who require encrypted connectivity for personal or professional use.

PTA stated that this initiative supports its broader objective of promoting cybersecurity awareness and reducing risks linked to unauthorized VPN use. Unregistered networks can create vulnerabilities within communication systems and may lead to activities that violate national data protection frameworks. Introducing licensed VPN providers through the CVAS Data structure establishes a controlled environment where service quality, compliance standards and user protection can be monitored more effectively. The authority noted that the updated model contributes to a safer and more transparent digital environment by ensuring that all VPN related services are offered through vetted operators.
